<br />There was no one from the public signed up to testify on the application. <br /> <br />It was moved by Commissioner Au and seconded by Commission Ono that the request be <br />approved as recommended by the Planning Director with conditions. Chair Kern agreed with the <br />condition prohibiting access onto Kaloli Drive because of the concerns for safety. A roll call <br />vote was taken and motion carried with four ayes (Au, Ono, Moses and Kern) and two absent <br />and excused (Domingo and Ishibashi). <br /> <br />APPLICANTS: DIANE UYEDA & GARRETT SASAKI (REZ 11-144) <br />Application for a Change of Zone from Open (O) to an Industrial-Commercial Mixed (MCX-20) <br />district for approximately 19,369 square feet of land. The property is located on the east side of <br />Kanoelehua Avenue, approximately 200 feet south of the Kanoelehua Avenue - Hualani Street <br />intersection, Waiākea House Lots, Waiākea, South Hilo, Hawai‘i, <br />TMK: 2-2-035: 070. <br /> <br />The Commission took this item up at 9:20 a.m. with 7 people from the public in attendance. <br /> <br />Mr. Arai oriented the Commission and public of the subject and surrounding properties on the <br />location map and site plan, summarized the request, and noted the Planning Director <br />recommended approval of the application, with conditions as amended. <br /> <br />In response to Chairman Kern’s inquiry on how it came to be that the land is zoned Open yet <br />there are three dwellings on the property, Mr. Arai noted the dwellings were constructed before <br />the zoning for the area was established in 1967. <br /> <br />In response to Commissioner Au’s inquiry, Mr. Arai noted that none of the surrounding property <br />owners commented on the application. <br /> <br />The applicant’s representative Norman Hayashi, gave some background information and noted <br />the applicants intend to construct a warehouse/office building and possibly a showroom for their <br />proposed development. Regarding the new Condition E, he said the applicant would have to <br />work with the DOT on what height limit they would be allowed for any structure or vegetation <br />within the property, noting for one applicant it was set at 60 feet and another applicant it was set <br />at 100 feet. He stated the applicant agrees with the conditions, as amended. <br /> <br />Ms. Leithead Todd given the subject property’s proximity to the runway, it is more than likely <br />the height limit is going to be more in the 60-foot range but they will let the applicants work it <br />out with the Department of Transportation. <br /> <br />Mr. Hayashi said in their estimation the elevation of the property is approximately 25 feet in rear <br />portion closer to the airport, and the front portion along Kanoelehua is approximately 30 to 31 <br />feet. He clarified for Commissioner Ono that if the elevation is 45 feet, then the building cannot <br />exceed 25 feet. <br /> <br />There was no one from the public wishing to testify on the application. <br /> <br />2 <br /> <br /> <br />
