2009. Indeed, Kauai was the only county with a notable rent increase in 2009. Since then, <br /> rates have inched up by only 2 percent. <br /> The data for contract rents are supported by recent data published by the U.S. Bureau of Labor <br /> Statistics. The Consumer Price Index-All Urban Residents for Housing has increased from <br /> 177.9 in 2000 to 235.916 in 2010. The shelter payment index for those who rent their primary <br /> residence has gone from 180.3 in 2000 to 272.996 in 2010.
