SECOND SUPPLEMENTAL TESTIMONY: 11 -3 COMPROMISE <br />TO: COUNTY OF HAWAII REDISTRICTING COMMISSION 11 -3 -11 MEETING <br />1. This Plan 40 (11 -3) is a compromise between Plan A, Brenda Ford's, and previous <br />versions of Plan 40 (through 11 -1): While could still use some editing, the key points <br />in this Compromise Plan are as follows: <br />The communities that were on different sides of a boundary on Plan A versus <br />Brenda Ford's or on Plan 40 (11 -1) -- are "shaved" -- such that each has a major <br />portion of its community in one District and a smaller area in a second district of <br />interest. Hamakua District is preserved -- extending into eastend Waimea and into <br />Hilo (south of the Wailuku River) only to extent necessary to meet the legal <br />population percentage requirements. <br />Please give this compromise your consideration. <br />2. Ultimately you as Commissioners must decide which question should you as our <br />Commissioners ask yourselves? <br />- -A. Which Redistricting Plan is most advantageous for YOU OR YOUR <br />FAVORED COMMUNITIES alone? <br />or <br />-- B. Which Redistricting Plan is the FAIREST - MOST PONO - PLAN OVERALL? <br />COMM. 48.84 <br />
