You may begin. <br /> <br />MOOERS: Appreciate the staff’s background report. We have been provided a copy of Mr. Cooper's <br />letter. And I would like an opportunity to respond to some of the issues and concerns that he raised. <br />Any time you look at a change of zone, there are really two areas in which the evaluation takes place. <br />And one is, I referred to as institutional considerations. In other words, how does this comply with the <br />various plans, and is this what the County wants to see happen or not? And in this case I think from <br />the General Plan slide it is very clear this is a Medium Density Urban area on the General Plan. And <br />there are countless comments in the General Plan about supporting the University, and the growth of <br />the University, and providing housing for the University. So I think clearly as far as the institutional <br />considerations, this is an appropriate use for the site. <br /> <br />The other consideration when we evaluate a plan is the infrastructural considerations -- parking, <br />access, drainage, noise, all of the issues that are very real.
