NORTH KOHALA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE MINUTES MEETING DATE July 11, 2011 TIME 4:33 p.m. PLACE North Kohala Senior Center (the old courthouse) 54-3900 Akoni Pule Highway, Kohala, HI 96755 ATTENDANCE Members Present: Joe Carvalho, Marlene Ching, Hermann Fernandez, Susan Fischer, Giovanna Gherardi, Collin Kaholo, Richard Liebmann, Bob Martin Members excused: Ron Friman Planning Department: none Public Attendance: Jesse Wells, Toni Withington, Marla Lafer, Lynda Wallach APPROVAL OF MINUTES: With clarification of names of members of the public, the June 13 minutes were unanimously approved with a motion by Richard and a second by Giovanna. May 9 minutes completion has been further delayed. Joe offered assistance with catching up the minutes, as it is important to get the minutes posted online. Susan thanked AC members for sending report summaries within a week of each meeting, and commended the Kohala Mountain News for helping to inform the public of the AC meetings. STATEMENTS FROM THE PUBLIC: Toni announced the July 8 Draft Environmental Assessment (EA) for Waimea's Waiaka Bridge improvements. Six different alignments are proposed. Comments to the Department of Transportation on the possible alignments can be made before October. Training for the Commissioners was conducted by Esri Hawaii and the software appeared to be easy to use. Starting points are being discussed. The next meeting will be on July 28. Redistricting site to make up your own - https://redistricting.hawaii.gov/districting/districting.html NEW BUSINESS: 2) PROPOSALS FOR INCLUSION IN CAPITAL IMPROVEMENT PROJECT (CIP) BUDGET Review of the CIP priorities from the NKCDP for development and proposal to the 2011-2012 CIP budget. Giovanna - the restrooms at Mahukona. Collin - extension of the County Cemetery site, by means of land purchase from the State of Hawaii. Some churches are close to their maximum burial plots, while others do not have burial plots for their congregation. Concerning Pololu, Susan asked Toni if County CIP funding will be needed to improve the lookout area. Funding would likely be from the State since the road is a State highway. 3) SUBCOMMITTEE ASSIGNMENTS Joe Carvalho, Marlene Ching, and Richard Liebmann formed a subcommittee to conduct research on open ocean aquaculture. Giovanna made a motion for the fish farm subcommittee to research for a two month period and
