The Committee authorized the Chair to identify the two Committee members to serve on <br />the interview panel in the event the request to have to have two Committee members on the panel is <br />accepted. <br /> <br /> The Committee members also discussed the need to identify residents of the South Kohala <br />District who could serve on the Committee in an effective manner and agreed that a proactive approach <br />to recruiting such persons is desirable. The Committee also expressed a desire to have membership on <br />the Committee be more representative of the various ethnic and cultural groups within the District, <br />noting that the statutory mandate for the make-up of the Committee calls for such representation and that <br />there are segments of the District population which are not presently represented on the Committee. <br /> <br /> The Committee then heard Subcommittee Reports. Mr. Hoover reported for the Puako <br />Subcommittee and indicated that the Puako Community Association had held its annual meeting. In the <br />absence of Ms. Smith and Ms. Eberhardt, there was no report for the Kawaihae Subcommittee. Mr. <br />Fischer then reported for the Waikoloa Subcommittee. He summarized discussions at the Waikoloa <br />Community Leadership Council (WCLC) meeting held earlier in December, at which the need for an <br />emergency shelter was discussed, in addition to such other matters as the status of bus service in <br />Waikoloa and priorities for 2012. Mr. Fischer also advised the Committee that Ms. Newlon and <br />Bennett Mark, as representatives of the Planning Department, had called him regarding the Committees <br />correspondence to Mayor Kenoi concerning the request by the WCLC to have Paniolo Avenue opened to <br />traffic to provide access to the new park facility and the Kamakoa Nui Workforce Housing construction <br />site. Ms. Newlon and Mr. Mark had indicated that a copy of the correspondence should be sent to the <br />Planning Department for review and stated that the Planning Department would forward the <br />correspondence to the Mayor if the Planning Department determined that it was consistent with the <br />intent of the South Kohala Community Development Plan. They also requested that the <br />correspondence be printed on a form of letterhead provided by the Planning Department. Mr. Fischer <br />advised the Committee that he was under the impression that the Committee had directed that the <br />correspondence be sent directly to the Mayor by the Committee on letterhead showing a return address <br />for the Committee. The Committee members confirmed that Mr. Fischers understanding was <br />consistent with the intent of the Committee and ratified and approved the transmittal of the <br />correspondence directly to the Mayor by Mr. Fischer on behalf of the Committee. Ms. Horwatt and Mr. <br />Roehrig then reported for the Waimea Subcommittee. Among other matters, they considered the <br />desirability of encouraging further community meetings to discuss the trails and greenways project in <br />Waimea. In the absence of a strong indication that a significant portion of the community desired such <br />further discussions at this stage of the process, it was agreed that no further action concerning this matter <br />would be taken by the Committee at this time. In the absence of Mr. Schulze and Ms. Eberhardt, there <br />was no report for the District-Wide Subcommittee. <br /> <br /> Under the circumstances, the Committee then agreed that it would not take up any new business <br />at the meeting and dispensed with the request for public comments. <br />The next meeting of the Committee will be held at 5:00 p.m. on January 23, 2012, in the <br />Waikoloa Village Association conference room, 68-1792 Melia Street, Waikoloa Village, Hawaii. <br /> <br />There being no further business to come before the meeting, the meeting was adjourned at 6:30 <br />p.m. <br /> ______________________________ <br /> Michael B.
