<br />Reconvene at 2:48 p.m. <br />37 <br />The Committee discussed the reason why the Land Use, Environmental & Cultural Resources <br />38 <br />sub-committee has been trying to define Open Space since there is an explanation that is a part <br />39 <br />of the Smart Code/Community Development Plan/General Plan. That it will provide a <br />40 <br />baseline understanding for the Open Space Network Plan to be developed on. <br />41 <br />Janice Palma-Glennie motioned to define Open Space as: <br />42 <br />Open space is land intended to remain free from development except for <br />43 <br />infrastructure incidental to the land's open space uses. Open space can be <br />44 <br />publicly or privately owned. Open space may serve surrounding developed lands <br />45 <br />for passive or active recreational use as well as to create separation between <br />46 <br />incompatible uses. Open space may also serve to preserve conservation, natural, <br />47 <br />historic, cultural, coastal, or scenic resources, watersheds and flood plains. It may <br />48 <br />include but is not limited to the following: <br />49 <br />Defensible space: fires, floods, etc. <br />50 <br />Farmland <br />51 <br />Forest land <br />52 <br />Water supply and resource conservation <br />53 <br />Steep slopes (soil stability) <br />54 <br />Flood prone (torrents, tsunami, storage breach) <br />55 <br />Detention, retention and reservoirs <br />56 <br />Abutting land buffers <br />57 <br />Unique (geologic, botanic, zoological, physiographic, historic, <br />58 <br />cultural) features <br />59 <br />Future recreation land <br />60 <br />Outdoor recreation land (golfing, hunting, camping, etc) <br />61 <br />Institutional areas (hospitals, schools, cemeteries) <br />62 <br />View planes <br />63 <br />Buffers between conflicting uses <br />64 <br />Greenbelts separating TODs <br />65 <br />Significant volcanic features (Pu`u) <br />66 <br />Historic trails and paths <br />67 <br />Bicycle and pedestrian corridors and Shared-Use Paths <br />68 <br />Shoreline and access <br />69 <br />Open components of campuses and public centers <br />70 <br />Renewable energy production <br />71 <br />Marni Herkes seconded. Discussion revolved around possibly including the definition of the <br />72 <br />open space network into the motion however it was decided that it would be considered <br />73 <br />separately.
