SECTION 3 <br />MASTER PLAN <br />3.1 ISSUES RECOMMENDATIONS <br />As part of the guide for future development and implementation of the master plan <br />objectives, alternatives are discussed and planning concepts have been developed for the <br />various development components of the Master Plan. These include: village image, <br />development patterns (resort, commercial, residential), historic sites, public /community <br />1 facilities, open space /recreation, circulation and the pier /seawall area. <br />3.1.1 Villa e Ima e <br />* Maintain low scale structures with height limits. <br />* Provide community design guidelines. <br />* Provide for Village entries and other landscape features. <br />The visual quality is an essential ingredient in the Kona way -of -life. The Alii corridor is <br />representative of this, but later projects are moving away from this theme. We either act <br />now or lose what is the heart of the area. At issue is the scale, architectural character, <br />intensity and the special character of the area. <br />The Village core as typified by the Alii corridor is the heart of the area. It represents the <br />qualities, scale and essence of the Kona way -of -life. It is the keynote of the area, attracting <br />both locals and tourists alike. <br />Located along the Alii Drive corridor are the majority of the historic sites, architecture, <br />vegetation and coastal scenery which characterize the popular identity of Kailua Village. <br />These elements include narrow streets and rights -of -way, older low rise structures with <br />minimal street setbacks, distinct architectural character, established trees, and coastal views, <br />with lesser emphasis on the needs of the car. Vehicular speeds are reduced because of the <br />narrow streets and there is limited parking due to the evolution of development in the area. <br />lCruising leisurely along Alii Drive or leaving the car behind to walk or bike seems to be the <br />principal means to experience the Village core. This is also the location of many of the <br />I <br />3 -1 <br />
