Operating Guidelines for NKCDP: The guidelines have been finalized by the Planning <br />Department. Richard was not happy with guidelines stating they are still labeled as a <br />draft, #1 is stated in the negative and timelines are important. The idea of meeting every <br />2 weeks was presented and Allen could be ‘Skyped’ into the meeting, will discuss this <br />later. Allen said the Planning Department is very cautious and the CDP process is very <br />new. It was moved and seconded to accept the guidelines as written. The motion <br />carried with 8 approving and 1 abstaining. Allen suggested we share our guidelines with <br />other Action Committees, Bob felt that it was best to use these ourselves at this time and <br />not share with others. Guidelines to be reviewed at our next meeting. <br />Proposed Website: Website has not been updated and is on the new server. New <br />format and graphic should be completed in 1-2months. Joe will work with Allen on the <br />website to ensure that all our PDF documents are current. <br />Compiled Work Plans –Semi Annual Report: Each subcommittee needs to update their <br />work plansand Allen will prepare a draft annual report for the November meeting. <br />NKCDP Subcommittee Reports <br />Growth Management: <br />High school ag/science class is working in the elementary <br />school garden one day per week for one hour. Ming Wei and Kohala Ag teachers will be <br />attending a workshop at UH Hilo for primary and secondary agriculture teachers and will <br />focus on integrating agriculture programs from the elementary school level to the <br />university level. Key members of the garden program meet once a month to design an <br />agricultural school curriculum for K-12 education. Ming Wei is working on getting the <br />catchment system up and running and creating a pool of volunteers to work with the <br />children on a regular basis. It is hoped that the school garden as part of the curriculum <br />can have a positive impact on the achievement of benchmark scores. <br />Public Access: <br />Jenifer Davis, owner of the land at Kauhola Lighthouse has spoken <br />with Trust for Public Lands regarding the possibility of their acquiring the land. More <br />legal paperwork needs to be processed. She has carried out a great deal of cleanup of <br />the area and wants the land to be in good standing with the community. The adjacent <br />landowners are considering the Trust for Public lands. The Planning Department is <br />working with Kamehameha Schools to determine the exact location of the trail easement <br />that will permit public access to Mookini Heiau and the surrounding area. ThePlanning <br />Department is following through with the developer at Kaiholena to finalize shoreline <br />public access. Plus, an application for State legacy Land funds isunderway. NKCRC is <br />leading the discussion of the creation of a state scenic byways here in Kohala. Please <br />refer any concerns to Bob or Joe. <br />Affordable Housing: <br />Rural infrastructure and viewplane research related meetings this <br />month included a gathering to consider application for a "Scenic Byway" designation for <br />Akoni Pule Hwy, held at the Kohala ResourceCenteron September 28. A meeting of <br />the Kawaihae Local Resource Council or "KLRC" was held in Kawaihae on October 3rd, <br />with two speakers. The new Commanding Officer of Pohakuloa Training Area spoke on <br />the military's future plans for harbor use and transporting equipment to and from PTA. A <br />Department of Hawaiian Home Lands planner discussed the Kawaihae Regional Plan, <br />DHHL's land usemanagement plancovering over 10,000 acres on the south side of the <br />North/South Kohala district boundary, extending from the ocean to above the mountain <br />road.
