Iolani Hawk, 10/02/09, Friday <br />Please rethink the intended cut in hours and cost to put rubbish where it belongs. It needs to <br />be as easy as possible for those people who are neglectful in attending to their disposal of <br />waste. The illegal dumping along roadsides and the entire Ocean View area will become <br />worse. This creates health and vector problems, not just eyesores. What needs to be done to <br />enlighten the powers that be? Feel free to forward this email where it can do the most good. <br />Response: The County will consider your comment as it evaluates the best mix of operating hours <br />and funding, and the potential effects of those actions. <br />24. Craig Rehm <br />Regarding your $2.00 charge per bag trash tax. My concern is that this charge would <br />increase litter on the island and in the ocean because I fear many people will just dump their <br />trash along the road or in stream beds rather than pay the fee. I have many neighbors who <br />only take their trash to the transfer station once a month to save on gas. I fear they may with <br />the new fee now never take their trash as they may feel they cannot afford the new fee and <br />will merely dump the trash nearby. Please reconsider this well meaning idea. After all the <br />transfer stations were built to help stop this sort of littering in the first place. There is a <br />reason Honolulu has free trash pickup. It would be nice if everyone would comply with the <br />law but that is just not the reality and I am sure the police have enough to do without <br />having to do trash patrol. The other problem is enforcement at the transfer station and its <br />costs. <br />Response: Please see the first paragraph of the response to comment 20 above. <br />25. Robert Keapa, 10 /01/09, Thursday <br />Lives at Kaalualu between Waiohinu and Naalehu. He lived for a time in Arizona and <br />Oregon, went to school there and worked for the park and forest services in these states - <br />they had PAYT and all the garbage ended up illegally dumped in the parks and forests. <br />He is an advocate for enforced recycling and this is the primary approach that the County <br />should take for waste disposal. The county should be responsible to find a way to use the <br />recyclables to make other products -he spoke of glasscrete and how it was used in one of <br />these two states on the highways and made visibility at night much better. He felt it was the <br />County's responsibility, not private industry, to make things out of recyclables for further <br />use. <br />Response: Please see the first paragraph of the response to comment 20 above. As noted in the <br />IRSWMP Update the County makes an effort to use recycled products and it is recommended that <br />they increase their use of recycled materials. <br />PUBLIC COMMENTS AND RESPONSES APPENDIX IDOC 14 <br />
