SECTION 1 <br />Introduction <br />The County of Hawaii is updating its Integrated Solid Waste Management Plan. The plan <br />will examine waste management options in the County. To aid in the evaluation of these <br />options, CH2M HILL conducted this waste composition study to provide statistically valid <br />data on the types and quantities of waste currently being disposed of at the West Hawai i <br />(Pu'uanahulu) Landfill. The field work for this study was performed by Sky Valley <br />Associates. <br />This report presents the results of the waste composition study, which include composition <br />estimates, both for the overall waste stream and for the transfer station, commercial, and <br />self -haul wastes disposed at the landfill. The results are based on samples taken during <br />May of 2008. A similar study was performed at the South Hilo Landfill in 20011. We have <br />used the results of that study to represent the composition of waste that enters the East <br />Hawaii landfill. The results are combined to provide waste composition estimates for total <br />County disposal. <br />There are four major sections of this report. Section 1 briefly summarizes the project, <br />including a description of the sources of disposed waste and the project methodology. <br />Sections two through four provide sampling results for the overall waste stream; results for <br />the transfer station, commercial, and self -haul substreams; and substream estimates for <br />West Hawaii and East Hawai i. <br />Following the main body of the report are attachments that included detailed sampling <br />results (Attachments A and B), descriptions of waste components (Attachment C), <br />descriptions of the sampling methodology and calculations (Attachment D), and field <br />sampling forms (Attachment E). <br />1.1 Sources of Disposed Waste <br />For analysis and planning purposes, landfill disposal quantities can be divided into <br />substreams. A waste substream is defined according to its source of generation, its means of <br />collection and transport to the disposal facility, or both2. For the purposes of this study, the <br />waste disposed at the West Hawaii Landfill was divided into the following three substream <br />categories: <br />Transfer Station - This is waste hauled from one of nine transfer stations on the west <br />side of the Island. It is transported to the West Hawaii Landfill in transfer station <br />compactor boxes. Transfer station loads are composed primarily of residential waste. <br />1 Cascadia Consulting Group, 2001.
