<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br />JUNE 21, 2012 <br /> <br />NEXT DESIGN, LLC (SMA 12-49) <br />A regularly advertised hearing on the applications of was <br />called to order at 9:34 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, <br />74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with Chair Geraldine Giffin presiding. <br /> <br />COMMISSIONERS PRESENT: Geraldine Giffin, Thomas Hickcox, Wayne Iokepa, <br />Richard Nelson and Thomas Whittemore <br /> <br />ABSENT AND EXCUSED: Brandi Beaudet and Lani Bowman <br /> <br />ALSO PRESENT: BJ Leithead Todd (Planning Director), Margaret Masunaga (Deputy Planning <br />Director), Daryn Arai (Planning Program Manager), Deanne Bugado (Planner), Kiran Emler <br />(Department of Public Works, Engineering Division – from 9:53 a.m.), and Noriko Sauer <br />(Commission Secretary) <br /> <br />And two people from the public in attendance. <br /> <br />APPLICANT: NEXT DESIGN, LLC (SMA 12-49) <br /> <br />Special Management Area (SMA) Use Permit application to allow the development of a financial <br />institution complex. The property is located at the northwestern corner of the Palani Road-Kuakini <br />Highway intersection, Kailua-Kona, North Kona, Hawai‘i, Tax Map Key: 7-5-005:061. <br /> <br />GIFFIN: The first agenda item is the applicant is Next Design, LLC for SMA Application 12-49. <br />It is a special management area use permit application to allow the development of a financial <br />institution complex. Daryn? <br /> <br />ARAI: Thank you, Madam Chairwoman. Good morning, Commissioners. <br /> <br />COMMISSIONERS: Good morning. <br /> <br />ARAI: The first item on today’s agenda is a request by Next Design, LLC for an SMA use permit <br />application to allow the establishment of a financial institution complex on a property located in <br />Kailua-Kona. If I may direct your attention to the presentation screen. The subject property is <br />located at the corner of Palani Road and Kuakini Highway. Palani Road is in this area here, and <br />Kuakini is in this direction heading north. Kona Coast Shopping Center is in this area here. And <br />the subject property is outlined in blue as indicated in this area here – and I apologize my hand is <br />shaking, I’m not that nervous but – it is located just mauka of the hotel, King Kamehameha Kona <br />Beach Hotel. Looking at an aerial photo of the affected area, you can see this area outlined in red, <br />that is the subject property again at the northwestern corner of Kuakini and Palani Road <br />intersection. And fortunately, the property has been extensively graded; it was previously the site of <br />a gas station – I think it was a Chevron gas station. And as you can see here, this is the subject <br />property.
