<br />archaeological sites, and the processes involved in the designation of an historical preservation site. <br />Ms. Tanimoto also discussed her efforts relating to this subject. Consideration will be given to <br />having a guest speaker at a future meeting to educate the members regarding this subject. <br /> <br /> Mr. Hoover then discussed the Puako Bay and Puako Reef Fisheries Management Area and <br />the DLNR Administrative Rule changes relating thereto. He stated that the whale sanctuary area <br />and no-catch fishing zones are being reviewed. A discussion regarding the South Kohala Marine <br />Conservation Action Plan and the proposed admission charge at Hapuna Beach then followed. It <br />was noted that Puako residents fear an increase in traffic might result from this plan. Mr. Schulze <br />questioned whether this plan was inconsistent with the South Kohala Community Development <br /> <br />Plan. <br /> <br /> <br />Ms. Tanimoto then reported for the Kawaihae Subcommittee. Regardingthe request from <br />The Kailapa Community Association for assistance in establishing an emergency road in the mauka <br />subdivision, she indicated that a community committee has been organized and will meet on June <br />26 to seek participation from an expanded representation of the community. Efforts are continuing <br />to seek funding for the construction of the road. Ms. Tanimoto also discussed additions to the <br />General Plan - Historic List for South Kohala and the Hawaiian Historic Heritage Corridor. In <br />addition, Ms. Tanimoto discussed traffic safety, street parking and other pedestrian and biker and <br />vehicle safety issues along Kawaihae Road. She also stated that she is seeking to ensure that a bus <br /> <br />stop is provided by the County in the Kawaihae area. Ms. Tanimoto also addressed thetransfer of <br /> <br />land at the small boat harbor from SDOT to DLNR which will enable installation of a waterline. <br /> <br /> <br />A discussion followed concerning the storage of timber in the area on the mauka side of the <br />road near the Kawaihae harbor. There are conservation issues and questions of whether proper <br />permits were obtained on a timely basis in connection with this commercial operation. Mr. Dunlap <br /> <br />agreed to provide more information to the members concerning this operation at the next meeting. <br /> <br /> <br />Mr. Fischer then reported for the Waikoloa Subcommittee. He discussed recent community <br />efforts urging the Mayor to allocate funding for the immediate extension of Paniolo Avenue <br />northward to enable the community to access the new recreational facilities in Waikoloa which <br />presently can only be accessed through a residential neighborhood on streets that were not designed <br />for such traffic, and he summarized the present status of the proposed skate board park facility and <br />the efforts to extend bus service in Waikoloa.. <br /> <br /> Mr. Roehrig, Ms. Horwatt and Ms. Inaba then reported for the Waimea Subcommittee. <br />They provided an update regarding the plans concerning crosswalks near Parker School and in the <br />proximity of the new Long’s Drugs facility and stated that the County resists the use of private <br /> <br />funding for such projects. <br /> <br /> There was no consideration of any matters under New Business in light of the length of the <br />previous discussions, and there were no further comments from the public concerning items on the <br />agenda. <br /> <br /> The Committee then discussed the agenda for the next regularly scheduled meeting and Mr. <br />Roehrig suggested that a legal opinion be requested from the County Office of Corporate Counsel <br />regarding the relationship between the Planning Department and the Action Committee and the <br />authority of the Planning Department concerning the regulation of Action Committee affairs. <br /> <br />2 <br /> <br />
