Mr. Arai oriented the Commission of the subject and surrounding properties on the various maps <br />and site plan, and summarized the request. He noted that the Planning Director recommended <br />that the Commission forward a favorable recommendation to the County Council, with amended <br />conditions, which he clarified one by one. <br /> <br />The applicant, Ellen Garver Koizumi, and her consultant, Ken Melrose, were in attendance. In <br />response to the Chair Pro Tem’s question, Mr. Melrose said that they had received the Planning <br />Department’s background report and recommendation, and that they had no comments except <br />that they appreciated the favorable recommendation. The Commissioners had no questions of <br />the applicant. <br /> <br />There was no one from the public wishing to testify in regard to this agenda item. <br /> <br />It was moved by Commissioner Iokepa and seconded by Commissioner Whittemore that the <br />Commission send a favorable recommendation to the County Council, with amended conditions <br />as recommended by the Planning Director. A roll call vote was taken and motion carried with <br />four ayes (Iokepa, Whittemore, Nelson and Hickcox) and three absent and excused (Beaudet, <br /> <br />Bowman and Giffin). <br /> <br />APPLICANT: DANIEL BAL dba SPEEDY MOTORS (SPP 12-135) <br /> <br />Special Permit to allow the establishment of an automotive repair business and accessory uses <br />within an existing agricultural building on a 0.5 acre portion of a 10-acre parcel within the State <br />Land Use Agricultural District. The property is located along the south side of Māmalahoa <br />Highway approximately 650 feet east from the intersection of Māmalahoa Highway and Mānā <br />nd <br />Road within Pu‘ukapu Homesteads, 2 Series, Pu‘ukapu, South Kohala, Hawai‘i, TMK: 6-4- <br />031: portion of 004. <br /> <br />The Commission took up this item at 9:50 a.m. with no one from the public in attendance. <br /> <br />(SEE EXHIBIT A) <br /> <br />MINUTES – The Commission took up approval of the following minutes at 10:22 a.m.: <br /> <br />July 19, 2012 <br />It was moved by Commissioner Iokepa and seconded by Commissioner Nelson that the minutes <br />be approved as submitted. Motion was unanimously carried by a voice vote of all <br />Commissioners in attendance. <br /> <br />ADMINISTRATIVE MATTERS <br /> <br />1.Status of applications heard by Leeward Planning Commission that are pending before <br />County Council – Mr. Arai gave an update regarding Bill 266 (amendment to the Zoning <br />Code, relating to agricultural tourism) and Bill 276 (amendment to the Zoning Code, relating <br />to bed and breakfast establishments), both of which were before the County Council for a <br />second reading. <br /> <br />ANNOUNCEMENTS – Mr. Arai said that the next meeting was scheduled for September 20, <br />2012. <br />2 <br /> <br /> <br />
