he is within the zone where he could be impacted; and because he is a property owner in that area, <br />his interest is different from the interest of the general public. <br /> <br />GIFFIN: Randy, is there anything else you want to say in regards to the interest of Mr. Clapp and <br />this agenda item? <br /> <br />VITOUSEK: Yes, I would like to. I don’t think -. I think there are a couple of things: One is I <br />think that the, you know, we are dealing with the 2008 EIS, which is kind of stale for a 2012 <br />project, and so I don’t see why we are in a rush, you know, to get anything done. Also where I feel <br />was a deficiency in the EIS and in the application is they never evaluate Ali‘i Drive as a coastal <br />resource itself. In other words, what they looked at is traffic, but you don’t look, they don’t look at <br />the fact that Ali‘i Drive is the roadway by which most people come in contact with the coast and <br />that driving along Ali‘i Drive is part of the coastal experience in Kona. And so they just treat it like <br />it’s, like they count transportation numbers, but they don’t look at what the quality of the experience <br />for someone who is driving along Ali‘i Drive is. And there is a concern that if there is signalization, <br />this would be the first signal on Ali‘i Drive. And so there is no analysis of what the impact would <br />be on the coastal experience on the way that the residents and visitors interact with the Kona <br />coastline, if all of a sudden there are traffic signals in the middle of Ali‘i Drive. And so we feel that <br />this is, and for several reasons, is an SMA issue, in other words, is a coastal resource issue that was <br />never discussed in the EIS; Ali‘i Drive was never identified as a coastal resource in and of itself, <br />and there is no assessment -. They say specifically there will be no impact on coastal resources as a <br />result of this project, and that’s not a correct statement. So we feel those need to be addressed. <br /> <br />GIFFIN: Thank you. Commissioners, any other questions of Randy Vitousek. Hearing none, <br />thank you. Brandon?
