<br />MR. YAGONG: Actually, the hiring—I did mention that at the last meeting. The actual <br />hiring of people that work in the precincts, that is the responsibility of the State of <br />Hawai‘i. <br /> <br />MR. HENRICKS: The State of Hawai‘i. <br /> <br />MR. YAGONG: Yeah. <br /> <br />MR. HENRICKS: So you had nothing to do with hiring any— <br /> <br />MR. YAGONG: --I have nothing to do with any hiring of any Elections staff. <br /> <br />MR. HENRICKS: So then none of your people are in there? <br /> <br />MR. YAGONG: Yes. I don’t hire anybody. In fact, most of the people that you find out <br />in the precincts are return people that work there year after year after year. So most of <br />them—my understanding of it is that when a new election comes up, what they would do <br />is they would actually notify the people that worked there in the last election and to find <br />out whether they’re going to continue to work—will work in the upcoming primary, <br />general election. But most of that is done, but that’s done through the Elections staff. <br />We have nothing to do with that. <br /> <br />MR. HENRICKS: So you have none of your people in there at all? <br /> <br />MR. YAGONG: That is correct. <br /> <br />MR. HENRICKS: All right, thank you. <br /> <br />MR. HISASHIMA: Under your rules and procedure of organization for the County <br />Council, as the Council Chairperson, you do appoint the County Clerk. <br /> <br />MR. YAGONG: That is correct. <br /> <br />MR. HISASHIMA: What is your jurisdiction over her? <br /> <br />MR. YAGONG: She does report to me as the supervisor of the legislative branch. Keep <br />in mind, now, Mr. Hisashima, the legislative branch is far reaching. It runs the County <br />Council. It handles all the legislation that flows through. It runs both the committee and <br />Council meetings as well. Council Services. It runs the legislative branch, and it also <br />runs Elections. So although I do—the chairman normally is the one that would bring <br /> <br /> <br />
