0 r <br />STATE AND COUNTY PLANS <br />Hawaii County General Plan <br />The subject properties are identified as agricultural under the State Land Use designation <br />and Ag 3 under County zoning. It is designated rural with some extensive agricultural <br />and some important agricultural land on the County General Plan Land Use Pattern <br />Allocation Guide (LUPAG) map. The proposed use is consistent with the following goals <br />and policies of the General Plan. <br />Land Use Element. <br />• Designate and allocate land areas in appropriate proportions and mix and in <br />keeping with the social, cultural and physical environments of the County. <br />• The County shall encourage the development and maintenance of communities <br />meeting the needs of it's residents in balance with the physical and social <br />environment. <br />Economic Element <br />• Economic development and improvements shall be in balance with the physical <br />and social environments of the island of Hawaii. <br />• The County shall provide an economic environment which allows new, expanded <br />or improved economic opportunities that are compatible with the County's natural <br />and social environment. <br />In Chapter 25, Section 25 -5 -72. of the County Zoning Code it states "The following uses <br />may be permitted in the A district, provided that a special permit is obtained for such <br />use if the building site is located within the State land use agricultural district: Included in <br />the Permitted uses under (c) (10) are "Meeting facilities" the term which best describes <br />the facilities listed in this application. <br />Section 25 -1 -5 states that "Meeting facility" means a permanent facility for nonprofit <br />recreational, social or multi- purpose use, which has no overnight accommodations, and <br />which may be for organizations operating on a membership basis for the promotion of <br />members' mutual interests or may be primarily intended for community purposes. <br />Typical uses include private clubs, union halls, community centers, and student centers. <br />The subject area is not located within the County Special Management Area (SMA). <br />Thus, a SMA Use Permit would not be required. The use proposed is not contrary to the <br />objectives contained in Chapter 205-2, Hawai Revised Statutes, relating to coastal zone <br />management program. In view of the effects of the 1955 lava flow over this area and the <br />clearing that has taken place and the existing residences and agricultural uses, it is highly <br />unlikely that any archaeological features and threatened species of fauna or flora are <br />present on the property. The property is 8 tenths of a mile from the ocean at the closest <br />point. It is adjacent to residential and vacant lands and will not adversely impact any <br />recreational resources, coastal ecosystems or marine resources. It will not be affected by <br />any coastal hazards or beach erosion. <br />16 <br />
