<br />was called to order at 9:43 a.m. in the West Hawai‘i Civic Center,
<br />Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with
<br />
<br />Chair Geraldine Giffin presiding.
<br />

<br />APPLICANT: HAWAIIAN RIVERBEND, LLC (SLU 12-035/REZ 12-157)
<br />Applications for a State Land Use Boundary Amendment from Agricultural to Urban and a Change
<br />of Zone from Agricultural 5-acres (A-5a) to Village Commercial-20,000 square feet (CV-20) for
<br />approximately 14.622 acres of land. The property is located on the northeastern intersection of
<br />Waikoloa Road and Paniolo Avenue, makai of the Waikoloa Stables and east of the Waikoloa
<br />Village Highlands Shopping Center, Waikoloa, South Kohala, Hawai‘i, TMK: 6-8-002: por 021.

<br />GIFFIN: We are going to move on to Agenda Item No. 1. The applicant is Hawaiian Riverbend,
<br />LLC. They are asking for a State Land Use boundary amendment application and also a change of
<br />zone application. They have submitted two applications, as I just said, and one is for the State Land
<br />Use boundary amendment from Ag to Urban, and a change of zone from Ag-5 acres, A-5a, to
<br />Village Commercial-20,000 square feet for approximately 14.622 acres of land. The property is
<br />located on the northeastern intersection of Waikoloa Road and Paniolo Avenue, makai of the
<br />Waikoloa Stables and east of the Waikoloa Village Highlands Shopping Center. Daryn?

<br />ARAI: Thank you, Madam Chairwoman. Good morning, Commissioners, and happy holidays. If I
<br />may direct your attention to the presentation screen. The subject property is located just mauka, or
<br />east, of Waikoloa Village, and the subject property here is outlined in red. The subject property is
<br />situated on lands designated Agricultural-5 acres by the County Zoning Code, as well as State Land
<br />Use Agriculture. The project site is located just makai of the Waikoloa Stables, which is located in
<br />this vicinity here, and the Highlands Shopping Center, which is located across Paniolo Avenue in
<br />that location. Just for points of reference, this white line running basically left to right of the screen
<br />is Waikoloa Road, with Palani Road (sic) in this location here, I’m sorry, Paniolo Avenue, my
<br />apologies, extending from the top to the bottom of the site plan. I should back it up, I apologize.
<br />Zoning in the surrounding area includes Open designated lands indicated by this dark green color
<br />here, Agricultural-5 acres lands designated by the light green. You have Residential Agricultural-1
