ARAI: Well, during the subdivision process, access to all individual properties are being assessed <br />at this point in time, and I believe the applicant is getting close to receiving final subdivision <br />approval. I should mention that the project site, or specifically to your question, there is like an <br />access easement that’s running in this particular location here that will provide access to the park <br />site. <br /> <br />GIFFIN: Thank you. <br /> <br />ARAI: And then there are other designated access points, and – I’m sorry, I forgot my glasses at <br />home, so I can barely see this – but there are access points on Paniolo Avenue and on Waikoloa <br />Avenue as well that will support the commercial component. <br /> <br />GIFFIN: That’s right. Any other questions? Tom. <br /> <br />WHITTEMORE: Daryn, could you just spot for me where that roundabout is going to be? I wasn’t <br />real clear on that. <br /> <br />ARAI: Sure. My apologies, I should have mentioned it. <br /> <br />WHITTEMORE: No. You don’t have your glasses. <br /> <br />ARAI: The roundabout will be located here at the intersection of Waikoloa Road and Paniolo <br />Avenue. And I should note that there is a specific condition in an ordinance that is associated with <br />the parcel on the opposite side of the street, which is the subject of your next agenda item. But in <br />the Director’s proposed conditions, there is also an obligation for the applicant to construct the <br />roundabout in coordination with the other landowner, should they wish to develop this commercial <br />site prior to the other development installing the roundabout; so either way there will be obligations <br />for the construction of the roundabout. <br /> <br />GIFFIN: Thank you. Brandi. <br /> <br />BEAUDET: Daryn, why a roundabout, not signalization? <br /> <br />ARAI: The simple answer is because it’s already in the conditions of approval. The more technical <br />response, I’ll probably defer to the Department of Public Works, if he is willing to respond. <br /> <br />GIFFIN: Ki. <br /> <br />EMLER: Well, I think I’m going to have the same response as Daryn; because it’s already a <br />condition for the Waikoloa Mauka, LLC project, and so we assumed that it was going in as a <br />requirement by the County Council, it’s already a condition by law. And so we just wanted to make <br />sure that this project would not only cooperate with it, but it seems like it would be better if these <br />folks, if they came first, would construct it. <br /> <br />BEAUDET: So I guess my question as to the benefit of having a roundabout relative to <br />signalization from a traffic control standpoint cannot be answered. <br /> <br />EMLER: I’m going to say that I personally am not qualified to make the determination or make a <br />recommendation one way or another. It’s what has been, I think, requested by the folks in the <br />4 <br />EXHIBIT A <br /> <br />
