BOWMAN: Because, would that be something to consider? Only because people go very fast on <br />that road, and I’m comparing that roundabout to other roundabouts where the, I know, the speed <br />limit is less. <br /> <br />EMLER: Well, on the approach to a roundabout, you have a constriction and some curvature in the <br />alignment that requires people to slow down; that’s one of the reasons why it’s also desirable in <br />some cases. <br /> <br />BOWMAN: Okay, thank you. <br /> <br />GIFFIN: I’m, Lani, I’m not an expert on this kind of thing like Ki is, but I do recall last month <br />when we were speaking of what is today’s Agenda Item No. 5, and it seemed to me that the <br />Department referred to roundabouts as a calming element. And in comparison to what you were <br />talking about at Mauna Lani, I think the traffic is a whole lot greater in Waikoloa than it is at Mauna <br />Lani. <br /> <br />ARAI: Madam -? <br /> <br />GIFFIN: Daryn. <br /> <br />ARAI: Just a final note on the comment that Commissioner Bowman was indicating: The rumble <br />strips, or the rumble, the bumps, that you see on the roads, there was another project where I did <br />speak to Ron Thiel, who is the Traffic Division chief, and he actually indicated that the County is <br />actually removing those from its roadways, and while there is some benefit to it, it actually <br />generated a lot of complaints. When you go over them, I’m sure you hear how loud they are; it <br />actually generates complaints of neighbors and the immediate vicinity who have to constantly deal <br />with the noise. So my understanding is they are actually removing it. <br /> <br />GIFFIN: Any other questions of staff? <br /> <br />HICKCOX: Yeah, I have one. <br /> <br />GIFFIN: Commissioner. <br /> <br />HICKCOX: I’m not sure as to the design of the particular roundabout, but how is it, was any <br />thought given to the handling of truckers? Because that particular area is heavily used by, and <br />eventually will be used by truckers to get in and out of the subject project. <br /> <br />LEITHEAD TODD: The -. <br /> <br />GIFFIN: Director. <br /> <br />LEITHEAD TODD: The input that we’ve had is that truckers would prefer a roundabout to a <br />signalized intersection, and that’s because when a signalized intersection coming up, you’ve got to <br />go hit your brakes and come to a stop and then, you know, you are at a grade. And so, there is a <br />couple things: It creates more noise for the community, but it also requires the truckers to get, to <br />stop as oppose to just slowing. And so the input that we’ve heard is that they would prefer <br />something where they can continue to go slowly through the intersection as oppose to having to <br />come to a complete stop.
