Communication No. 2013 -11 <br />Puna Community Development Plan Action Committee <br />Subcommittee on Connectivity and Emergency Response <br />Draft for PCDP Action Committee Meeting <br />3:00, February 12, 2013 <br />Kea'au Community Center <br />Background <br />Since its inaugural meeting on November 20, 2009 (14 months after adoption of the PCDP), Puna <br />Community Development Plan Action Committee members have met monthly to identify action priorities and <br />to facilitate community participation. At its January 8, 2013, meeting, the Puna Community Development <br />Plan Action Committee affirmed that connectivity within and between subdivisions throughout Puna remains <br />as a continuing priority. The PCDP AC identified Sharon Daun, Farris Etterlee, Patti Pinto, and Dan Taylor as <br />AC members of the Subcommittee on Connectivity and Emergency Response. Community members include <br />Marlene Hapai (Subcommittee chair), Stephanie Bath, Hannah Hedrick, Jerry Reiss, and Terry Daun. <br />Purpose <br />The purpose of the Subcommittee on Connectivity and Emergency Response is to follow the Vision and <br />Mission of the PCDP in implementing Connectivity actions related to the overall theme of health and safety <br />and to the three areas of emphasis; Managing Growth, Malama i ka 'Aina, and Transportation, as prioritized <br />by the Action Committee. <br />PCDP Mission Statement: "The mission of the PCDP is to develop a sustainable, efficient, and organized <br />plan that serves the diverse community of Puna, and protects and nurtures the 'aina." <br />PCDP Vision Statement: "Malama Puna a Mau Loa: Residents of Puna live in harmony with the 'aina while <br />promoting a sustainable vibrant local economy, healthy communities, and a viable transportation system that <br />is accessible, friendly and safe for now and future generations_" <br />Goals/Objectives/Actions <br />The highest priority to promote health and safety is establishing a series of connectivity locations between <br />Puna subdivisions and surrounding areas The desired outcome for the PCDP subcommittee working on <br />connectivity and emergency response is to identify and develop a combination of road connections of various <br />types that will be agreeable to residents and that will enable safe, indirect, calm passage, as well as provide <br />more efficient access for emergency traffic. <br />
