<br />PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br />OCTOBER 4, 2012 <br /> <br />PLANNING DIRECTOR INITIATED AMENDMENTS TO <br />A regularly advertised hearing on the <br />PLANNING COMMISSION RULE NO. 12 (GEOTHERMAL ASSET FUND) <br />was called to order <br />at 9:53 a.m. in the Hawai‘i, <br />County of Hawai‘i Aupuni Center Conference Room, 101 Pauahi Street, Hilo, <br />with Chairman Zendo Kern presiding. <br /> <br />COMMISSIONERS PRESENT: Zendo Kern, Dean Au, Ronald Gonzales, Wallace Ishibashi and Raylene <br />Moses <br /> <br />STAFF PRESENT: Ivan Torigoe (Deputy Corporation Counsel), B. J. Leithead Todd (Planning Director), <br />Daryn Arai (Planning Program Manager), Phyllis Fujimoto (Staff Planner), Maija Cottle (Staff Planner), Jeff <br />Darrow (Staff Planner), and Sharon Nomura (Secretary) <br /> <br />ABSENT AND EXCUSED: Stephen Ono <br /> <br />And 22 people from the public in attendance. <br /> <br />INITIATOR: PLANNING DIRECTOR <br /> <br />Discussion of possible amendments to Planning Commission Rule No. 12 regarding the Geothermal Asset Fund <br />proposed community approved geothermal impact <br />relating to procedures and guidelines for the processing of <br />mitigation projects within the District of Puna. <br /> <br />KERN: Item No. 3, discussion with possible amendments to the <br />Planning Commission Rule No. 12 <br />regarding the Geothermal Asset Fund. Daryn? <br /> <br />ARAI: Mr. Chairman, Item No. 3 was placed on the agenda just in anticipation of the need should the <br />Commission decide to provide specific discussion regarding Rule No. 12 regarding the Geothermal Asset Fund. <br />The Planning Director has no proposed amendments to the rules before you. It was, again, simply placed as a <br />placeholder on your agenda in order to help facilitate discussion on your rules, if so needed. <br /> <br />KERN: And so process wise, if we table that for a minute and move into administrative matters we could come <br />back to that if it was needed? <br /> <br />ARAI: Yes, sir. <br /> <br />KERN: Okay. Ivan, do we need to make a motion to table that or I just do it? <br /> <br />TORIGOE: Basically I think you can just, if there’s consensus from the Commission you can take things out of <br />order. <br /> <br />KERN: Okay. Is there any objection from my Fellow Commissioners to table this for a minute until we move <br />into administrative matters and have a greater conversation on the letters from Chairman Yagong and Council <br />Member Blas?
