But this discussion on the Asset Fund, I would like to excuse myself from <br />participating. <br /> <br />KERN: Okay, Commissioner Ishibashi, you are excused. <br /> <br />ISHIBASHI: Okay <br /> <br />KERN: Thank you very much, and you’re going to sit out there then. So, yes, Daryn. <br />And just to make sure, everybody, Fellow Commissioners have received the chronological kind of <br />background report? <br /> <br />GONZALES: Yes. <br /> <br />KERN: Good, very good. Daryn. <br /> <br />ARAI: Thank you, Mr. Chairman. If I may direct your attention to the screen. We wanted to provide <br />the Commissioners with a brief overview of the Geothermal Resource Permit No. 2, by which a <br />condition in the permit resulted in the establishment of the Geothermal Asset Fund. First, for those of <br />you who are not familiar, this is a map showing the Puna District in the vicinity of Leilani Estates, <br />which is this subdivision here toward the bottom of the map, and Nanawale Estates which is shown at <br />the top of the map. This is the road, Kapoho Road, leading down toward Kapoho and the lighthouse. <br />Oops, oh, I'm sorry it's right here, my apologies. And the PGV project site is indicated here outlined <br />by the heavy black line. That area comprises of roughly 500 acres; and the PGP site itself and the <br />facility is up, occupies roughly 25 acres within the larger 500-acre project site. <br /> <br />LEITHEAD TODD: Daryn, backup for a minute. If you look at the line going into the little area <br />where PGV is and you go straight, straight down, the next subdivision below that, that’s Lanipuna, for <br />the purposes of the Commission’s information, which is separate and apart from Leilani. And it, to <br />some extent, is probably the closest subdivision. <br /> <br />ARAI: Thank you for clarifying that, Director. This is an aerial photograph of the project site. As <br />you can see the facility is basically occupying both properties. These black lines basically represent <br />two legal lots of record, and that's all it represents. The PGV site, again, has various facilities <br />occurring on both parcels, as indicated here by the aerial photo. Again, as the Director pointed out, <br />Lanipuna Gardens is located here to the south. <br /> <br />Back in October 3, 1989: The Planning Commission approved Geothermal Resource Permit No. 2 to <br />allow for the establishment of the Puna Geothermal Venture facility which was proposed to generate <br />25 megawatts of power. That approval was subject to conditions that included a Condition No. 51 <br />requiring PGV to provide contributions to a Geothermal Asset Fund for the purpose of geothermal <br />impact mitigation efforts within the district of Puna. PGV provided an initial contribution of $60,000 <br />toward the fund with an annual contribution of $50,000 thereafter.
