It was responding to that. <br /> <br />KERN: I’d like to, the first question that you asked prior, could you repeat that. <br /> <br />WAKELIN: So my first question was about the meetings which you’ve addressed. Thank you. And <br />then I was, I was wondering about the permit that says that there’s a scope for paying for noise <br />mitigation from the Asset Fund. That’s my other question. How do you deal with multiple needs from <br />this? It seems like $2,000,000 is a lot of money; but a good health study is going to cost, you know, if <br />you have a comprehensive study, it’s actually going to be more costly, I think, than the original <br />proposal that we made. <br /> <br />KERN: That’s very possible. What I’d like to do is table the noise conversation for us. When we get <br />into conversations, I think it goes into that process; and I can, we can bring that up at that point in time. <br /> <br />WAKELIN: Okay. <br /> <br />KERN: And maybe I’ll request the Department to address that. <br /> <br />WAKELIN: All right. So my other question actually is around the noise issue. Mr. Travis, <br />name and area in which you live, and per Commissioner Gonzales, how long you’ve lived there? <br /> <br />TRAVIS: My name is Tom Travis. I live in lower Puna in Kapoho on Papaya Farms Road. I’ve <br />owned property there with the intention to retire for about three years, and have lived there for about <br />one. I think I understand that the question that has been asked the Planning Commission is by what <br />process may the County Council authorize a health study. I think that’s the question that was asked by <br />the agenda item. And I also understand the Chairman’s clear desire to stay out of the issue but rather <br />answer that question specifically. <br /> <br />And so I have just two things that I want to be sure I understand when I leave here today. And that is <br />what does the Mayor’s study have to do with the process by which the County Council would <br />authorize a health study; and if -? The second question is, is how much does the Mayor’s health, joint <br />fact-finding effort to provide guidance to the Planning Commission on what a proper health study <br />would be, how much did that cost and how was it funded?
