In view of the above and the fact that the subject property is situated within one of the most <br />densely developed neighborhoods in HPP, we are extremely concerned with the potentially <br />adverse effects that approval of this application through the precedent it would perpetuate might <br />have on implementing the village center concept central to the land use strategy of the Puna <br />CDP.
