th <br />During the December 6 meeting, Principal Thatcher testified that this property was selected <br />based on the State DOE Educational Specifications because it was the only property that met the <br />criteria of 50 acres or more. Since the upper portion of the property has been deemed unusable <br />due to the location of the Kaumana Cave system, and today they’ve also stated that it’s going to <br />remain open land, so it’s not usable property, it no longer meets the State’s specifications for <br />building a school. Principal Thatcher today urged the Commission to follow the goals and <br />processes of the General Plan. The General Plan, oh, sorry, I’ve got to back up. <br /> <br />The specifications also require a minimum of two vehicular access points each on a different side <br />of the property. So I did give you copies of the DOE’s specs for building educational facilities, <br />it’s in there. There is only one access point to this parcel from Edita Street. And as the Planning <br />Director said at the last meeting, future access if any, granted by Mr. Brilhante cannot be a <br />consideration for approval or disapproval. As such, you must consider the fact that there is only <br />one entry for vehicles. <br /> <br />So now I go to the General Plan. I also have a copy of the Projection of Resident Population by <br />District, which is included in the General Plan, which shows a steady increase in the projected <br />population of the Puna district. The Hilo district projections remain the same from 2000, <br />approximately the same from 2000 to 2020. Based on this, and the goals of the General Plan, <br />there is a greater need to develop public facilities and services in the Puna district. <br /> <br />DARROW: Time. <br /> <br />AU: Ms. Lee, you can surmise real quick. <br /> <br />BOTELHO: The last thing is the General Plan also has a requirement to comply with the DOE’S <br />specification for building facilities. As such, I hope you look at the appropriateness of this <br />request and make a decision. <br /> <br />AU: Okay, thank you. Any questions for the testifier? Okay, we have M. Bishop. <br /> <br />BISHOP: Good afternoon. I’m M. Bishop, a homeowner up in the Kaumana area. Madam <br />Director, Chair, and neighbors, Board, excuse my rant. It’s also on paper in front of you. If you <br />got it there’s a bunch of misrepresentations and spelling. <br /> <br />I have to applaud the civility and value of content that my neighbors voice in opposition to the <br />proposal of the Connections master plan. But, it’s time to clear some smoke out of the air and <br />other places. The use of the word horse and the word barn in combination are in print five times <br />in the first ten pages. And they conclude with a Section 2.1.3, the project phasing and the <br />construction plan on page 11, where the first to be built facilities are the barn and agricultural <br />facilities, followed by one year the caretakers house and dorm complex. Then in Phase 3 the <br />beginning of high school classes and facilities. To what end does the horse precede the classes? <br /> <br />Second, the State Land and Natural Resources DLNR has not found the proposal by Connections <br />to be in error.
