The fifth new member fills an <br />40 unoccupied seat vacated by Mark Matsukawa. This provides a full Action Committee until Matt <br />41 Binder leaves on August 1, 2013. <br />42 A teaching meeting of all the Action Committees on the Big Island will be held in Waimea on <br />43 Thursday April 11, 2013 to receive Sunshine Law Training as well as presentations by the <br />44 Planning Department on Land Use and Capital Improvement Program. <br />45 Janice asked if the County had a sponsor. Ken informed her that the Hawaii Leeward Planning <br />46 Conference (HLPC) is the Sponser and offered information on why HLPC participates in <br />47 sponsoring events such as this. Bo Kahui stated that this is not a conflict. <br />48 <br />49 Ken recommended that the County should consider an opportunity for discussion among the <br />50 members of the various action committees. Recommend a facilitator for a meeting that could <br />51 open discussion on all subjects and offer a cohesive path for all Action Committees. <br />52 <br />53 Discussion that this meeting is not the best for good planning. The need for discussion is <br />54 imperative and should be investigated and included in the meeting. <br />55 <br />56 No comments were offered from the public. <br />57 <br />58 Ken recommends that we assign time in the next several meetings to educate the new members <br />59 of the committee before everyone leaves. Ken invites Marni and Janice to come and participate <br />60 in the transferring of information from the existing members to the new members. Keoki agrees <br />61 that the education process would be helpful. Janice also agrees and offers past knowledge is so <br />62 important to transfer to the new members. <br />63 New members were given DVD copies of the Kona CDP and the Village Design Guidelines <br />64 (VDG) as printed copies are not currently in the Planning Department’s budget.
