incorporation of bicycles within the total transportation system. <br />To facilitate bicyclists the following concepts or ideas are to <br />be implemented. 1. Facilitate bicycles as an independent mode <br />of transportation. 2. Mode Sharing: Facilitate bicycles to go <br />to and from other transportation modes. 3. Facilitate transport- <br />ing bicycles to and from outlying recreational and /or commercial <br />areas to be used,, 4. Education: Education is an integral part <br />of providing a complete bikeway system. While money is to be spent <br />on planning, design , and constructing bicycle facilities if the <br />bikeway system is to achieve a level of operational safety consi- <br />deration must also be given to the process of operating a bicycle. <br />Training generally consists of learning to ride a bike as a child <br />with minimum consideration given to safety instruction. Because <br />bad bicycling habits can be acquired by younger children, greater <br />attention must be given to educating the cyclist at an early age. <br />Boosting bicycle interest has been the emergence of an environmen- <br />tal and energy conservation attitude. In Hawaii County the atti- <br />tude and interest regarding bicycles peaked in 1974, during the <br />time that the State Legislature was adopting laws in relation to <br />bicycle operation. In that year, 6,118 bicycles were registered <br />(Table 1 ) .
