Mass Transit Subcommittee of the PCDP <br />June 25, 2013, meeting notes <br />Prepared by Hannah Hedrick <br />Members present: Co- chairs Marty Mimmack and Stephanie Bath and members Hannah <br />Hedrick, Jerry Reiss, Dan Taylor, June Conant <br />Observers: Marlene Hapai <br />Members absent: Terry and Sharon Daun, Mark Hinshaw, Jon Olsen, Rusty Jones <br />Meeting called to order at 7:45 by Marty Mimmack <br />Announcements: Next Mass Transit Subcommittee meeting July 23, 8:30 <br />Next PCDP meeting July 9, 3:00 PM, Keaau Community Center <br />June 4 meeting notes: The summary of the June 4, 2013 Mass Transit Subcommittee meeting <br />were discussed and corrections were made to the members present Rusty Jones, June Conant) <br />and absent lists (Mark Hinshaw added). <br />Chairperson update: Marty reported that he sent a letter to Larry Brown, dated June 17, and <br />that Larry forwarded the letter, with a few information items, to Tiffany Kai the same day. Both <br />communications are attached to these notes and will be submitted to the AC as part of the MTS <br />report. <br />Subcommittee Actions <br />Letters to Kern and Iligan: The Subcommittee reviewed and approved the letters Marty drafted <br />to Zendo Kern and Gregor Iligan, inviting each of them to attend an upcoming MTS meeting to <br />"discuss ways we can work together to help the MTS implement the Hub and Spoke System as <br />proposed in the 2008 PCDP, as amended." Larry Brown was added to the copy list, which was <br />originally only the other Councilperson. Marty will send the letters, as edited. <br />Federal Reauthorization of Surface travel program: In response to an email from Hannah <br />announcing that funds would not be available for the "massive infusion" called for in the Puna <br />CDP Transportation Mass Transit report, Rusty Jones sent an attachment on "Moving Ahead for <br />Progress in the 21st Century (MAP21, reauthorizing surface transportation programs through <br />fiscal year 2014." Marty will include information about this program in the Mass Transit <br />Subcommittee report. <br />Mass Transit Subcommittee Compendium of Resources and History: Marty circulated the <br />Table of Contents to the compendium he compiled, based primarily on the Mass Transit fact <br />sheet and Hannah's four -page "Mass Transit History in the Context of the PCDP." Marty <br />incorporated the most salient recommendations from the "Mass Transit Task Partnership" <br />(February 8, 2007) and from "Working Paper No. 3 Mobility and Energy Conservation." He also <br />added a list of folders in "Puna CDP Appendix Community Documents" to assist MTS members <br />in placing their efforts in the proper contexts. The Compendium includes a list of the "Community <br />Development Meetings in Puna" to increase participation. Marty will email this document, which <br />he completed right before coming to the meeting, to all MTS members for review and comment <br />Proposed Agenda Topics, July 23 MTS meeting: <br />1. Report on and discussion of the content and outcomes of the meeting with Tiffany Kai <br />2. Discussion of the MTS Compendium of Resources and History and consideration of next <br />steps. <br />3. Reports from Zendo Kern and Gregor Iligan on their plans related to mass transit. <br />
