But, federalization of State lands and resources <br />is where it’s at – as an example – that we are now having to <br />go through a critical habitat process [unclear] and prior to <br />that it was something else. And then prior to that it was <br />something else. But, all of these initiatives are federal <br />initiatives – [unclear] the feds come in and [unclear] State <br />not doing it so they gonna do it. And, you know, they have a <br />lot of money – put a lot of money [unclear]. [Unclear] she <br />said a bit of an apology for the present administration and <br />[unclear] and the fact that she seems to recognize that, I <br />think is important. [Unclear] as another example o fall this <br />you see in the federal documents [unclear] all within the past <br />five years, ten years, and oh well five years, [unclear] they <br />start mentioning the ahupuaa concept which was not their <br />[unclear] but this all fits into this critical habitat and basically, <br />when the feds take over an area, they run it. The <br />Northwestern Islands is the same – is a classic example of <br />what they do. They make it a sanctuary and then they make <br />rules and I don’t know if it’s general knowledge but U.S. Fish <br />Wildlife or the Federal government does not have to have <br />public hearings for rules changes they just change the rules. <br />So, I think it’s something that we ought to be really, really, <br />really sensitive about and we should be watching that activity <br />[unclear]. One of our problems is that we don’t have the kind <br />of resources we need to track for this stuff. [Unclear] <br />whereas, you know, the others, some of the other groups <br />that are interested in this area – I mean as soon as <br />something happens it’s in their network. So, I think what we <br />have to do is we have to build bridges with groups that may <br />be sensitive or interested in these issues and work with <br />them. <br /> <br />Chair Sylvester: OK.
