<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />JUNE 20, 2013 <br /> <br />The Leeward Planning Commission met in regular session at 9:32 a.m. in the West Hawai‘i Civic <br />Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, <br />Hawai‘i, with Chair Geraldine Giffin presiding. <br /> <br />COMMISSIONERS PRESENT: Geraldine Giffin, Brandi Beaudet, Thomas Hickcox and <br />Thomas Whittemore <br /> <br />ABSENT AND EXCUSED: Richard Nelson, III <br /> <br />ALSO PRESENT: Duane Kanuha (Planning Director), Ivan Torigoe (Deputy Corporation <br />Counsel), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner) and Noriko Sauer <br />(Commission Secretary) <br /> <br />And approximately 14 people from the public in attendance. <br /> <br />A quorum was present. Chair Giffin called the meeting to order and introduced the Commissioners <br />and staff to members of the public, and described the procedure for public testimony. <br /> <br />STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the <br />agenda. <br /> <br />NEW BUSINESS <br /> <br />APPLICANT: CELLCO PARTNERSHIP dba VERIZON WIRELESS(USE 11-30) <br /> <br />Application for a Use Permit to construct a 114-foot tall steel telecommunication monopole with <br />8-foot tall panel antennas and related facilities on a 900 square-foot portion of a 3.592-acre parcel <br />situated in the State Land Use Agricultural district and the County’s Agricultural 5-acre (A-5a) <br />zoning district. The property is located at 87-3070 Māmalahoa Highway, which is on the east side <br />of Māmalahoa Highway, approximately 1,900 feet north of the intersection of Māmalahoa Highway <br />st <br />and Kukuiopa‘e Place, Kukuiopa‘e 1, South Kona, Hawai‘i, TMK: 8-7-010:Portion of 013. <br /> <br />The Commission took up this item at 9:35 a.m. with approximately 13 people from the public in <br />attendance. <br /> <br />Mr. Darrow oriented the Commission and public of the subject and surrounding properties on the <br />location map, aerial photo and site plan, and summarized the request. He noted that the applicant <br />had revised the monopole tower as described in their application to a mono-pine tree design in order <br />to address concerns raised by the state Department of Land and Natural Resources, State Historic <br />Preservation Division, about visual impacts on nearby historic properties. He concluded his <br />presentation by saying the Planning Director recommended that the Commission approve the use <br />permit application, with conditions. <br /> <br />1 <br /> <br /> <br />
