Commissioner Andreae asked if there was any traffic study done for the ingress and egress for this <br />project. Mr. Childs responded that the parcel is already zoned therefore there is no requirement by <br />law to have to document traffic volume in order to be able to build the project. He explained that the <br />road and the control of access to it is under the jurisdiction of Department of Public Works. <br /> <br />Commissioner Stanbro asked if there are any historical or burial sites in this property. Applicant Ali <br />Ghalamfarsa responded “yes”, he said that an archaeological preservation and burial protection plan <br />have been approved by the Historic Preservation Division of the State Department of Land and <br />Natural Resources. <br /> <br />Applicant Ali Ghalamfarsa gave the background and history of the property. “This property along <br />Hualalai Road was 2.3 acre parcel with zoning that would allow 94 units. It was designed and <br />presented to this Commission and approved for building permit. Unfortunately, the project was <br />stopped because of the economy. During this time, the owner and the developer acquired an adjacent <br />parcel which was an agricultural zoned and spread the density over the entire project. It was a huge <br />improvement to what it was original proposed. Seven years ago, the redesigned project was <br />presented to this Commission and was approved for building permit. Again, it was stopped due to <br />the economy. Now, we have redesigned the project, reducing the number of buildings from 23 to 18 <br />to give more landscaping area, providing more outdoor space between buildings and more open space <br />along Hualalai Road”. <br /> <br />Commissioner Au Hoy complimented the applicant on the selection of colors for the units as well as <br />keeping the low two-story buildings. She also recommended having signage and low foliage planted <br />along the Kuakini wall to show the workmanship and the unique story behind this wall, saying <br />“Enhance the wall to let the Community know that you care”. <br /> <br />Commissioner Andreas highly encouraged dialogue between the property owners of both sides of the <br />Hualalai Road and DPW to have sidewalks constructed. <br /> <br />Commissioner Kitchens indicated that if in the future the plan is to be revised to have a gate installed <br />in the entrance of the property, the KVDC would like to review the plan. <br /> <br />Commissioner Andreas moved to recommend approval with a recommendation that sidewalks and <br />other roadway improvements contemplated by the rezoning change of zone ordinance for this subject <br />property be implemented to maximum extent possible for public safety and convenience. <br />Commissioner Au Hoy seconded. Commissioner Stanbro moved to amend the motion to add a <br />recommendation that the landscaping meet the ten foot minimum width requirement of the Planning <br />Department Rule 17 landscaping requirement across the frontage of Hualalai Road except for the <br />drive way and emergency access as a part of the plan approval. The motion to amend was seconded <br />by Commissioner Andreae. The motion to amend was approved unanimously by voice vote by all <br />commissioners present. A roll call vote was taken on the main motion and was carried unanimously <br />with five ayes (Andreae, Au Hoy, Kitchens, Akina and Stanbro). <br /> <br />Commissioner Kitchens then moved to request referral to KVDC of any later proposal for any <br />additional or modified structures visible from Hualalai Road or affecting traffic flows in or out of the <br />development, including entry or driveway gates and entry turnarounds for vehicles denied gated <br />access, prior to departmental review and approval. Commissioner Stanbro seconded. The motion <br />was unanimously carried by a voice vote of all Commissioners present. <br /> <br />2 <br /> <br />
