- Commissioner Randle offered his congratulations on the minimal impact and disruption that <br />occurred during the Kalaniana`ole Avenue rehab project. <br />Large Capacity Cesspool Projects <br />• Na`alehu/Pahala: Collection System construction work is scheduled to go out to bid the 3rd <br />quarter of 2013. <br />• The residents pay a maintenance fee of $15 /month until the system is ready and the lines are <br />hooked up to the WWTP. At that time, the regular sewer fee of $27 /month will be charged. <br />- It is hopeful that the Sewer Rate Study will be completed by the end of the year. <br />- Commissioner Randle requested an update on the Department of Environmental <br />Management/ Department of Water Supply (DEM/DWS) joint billing efforts. <br />Solid Waste Division <br />- The gas control and collection system installation is only required on closed cells at the West <br />Hawaii Sanitary Landfill (WHSL). <br />Volcano /Glenwood Transfer Station Upgrades <br />■ The department has requested fund allocation so these two projects can be put out to bid. <br />■ The Finance Department sets the funding priorities with legal and regulatory mandates <br />receiving the top priorities. <br />Commissioner Randle requested site visits to the Hilo WWTP and Sort Station. Site visits will <br />be included in future meeting agendas. <br />Commission Member District Reports — includes information obtained from meetings with council <br />members and district residents since the last commission meeting. <br />District 1 — Commissioner Dill reported that the request for mulch to be delivered to the Maku'u <br />Farmers Market area is no longer an issue as a resident has volunteered to pick up and deliver the <br />mulch. <br />District 9 — Commissioner Warner noted that some residents in his district said that raw sewage was <br />being put into the county and private wastewater treatment plant injection wells and the wells were <br />unregulated. The Director clarified that there are no injection wells at Kealakehe WWTP as it uses a <br />lagoon system and that all private WWTP's are regulated and required to do testing by the State <br />Department of Health (DOH). Testing is done monthly at Hilo WWTP because of its proximity to <br />the ocean and is done on a regular schedule at the Kealakehe WWTP. All testing results are reported <br />to the State DOH. <br />District 6 — Commissioner Lee said that residents were requesting green waste disposal at Volcano <br />Transfer Station and asked if it could be included in the repair /upgrade design. <br />6. UNFINISHED BUSINESS <br />Follow -Up on Proposed Sewer and Solid Waste Hawaii County Code changes to address existing <br />and minimize /prevent future delinquencies <br />- The department met with Councilmember Onishi regarding code changes. <br />- The Director indicated that there is sufficient authorization in the code and that she feels no changes <br />
