<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />MAY 2, 2013 <br /> <br /> <br />The Windward Planning Commission met in regular session at 9:00 a.m. in the County of <br />Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman <br />Wallace Ishibashi presiding. <br /> <br />COMMISSIONERS PRESENT: Ronald Gonzales, Wallace Ishibashi, Myles Miyasato, Raylene <br />Moses, Charles Heaukulani, and Gregory Henkel <br /> <br />STAFF PRESENT: Ivan Torigoe (Deputy Corporation Counsel), B. J. Leithead Todd (Planning <br />Director), Phyllis Fujimoto (Staff Planner), Jeff Darrow (Staff Planner), and Sharon Nomura <br />(Secretary) <br /> <br />ABSENT & EXCUSED: Stephen Ono <br /> <br />The Chair introduced the staff and Windward Planning Commissioners to members of the public <br />and described the procedures to be followed for today’s meeting. <br /> <br />STATEMENTS FROM THE PUBLIC – Note that statements from the public regarding <br />any particular item on this agenda will be taken at the time the particular item is called to <br />order. <br /> <br />NEW BUSINESS – 9:00 a.m. <br />APPLICANT: VISTA TOWERS LLC (USE 13-37) <br /> <br />Application for a Use Permit to construct a wireless telecommunications facility consisting of a <br />150-foot tall monopole and related equipment on a 3,075 square-foot portion of a 3.81-acre <br />parcel situated within the Agricultural-1-acre (A-1a) zoning district. The subject property, known <br />as Māikoiko Park, is located at the end of South Māikoiko Street on the makai side of the street, <br /> <br />Hawaiian Shores Subdivision, Puna, Hawai‘i, TMK: 1-5-106: portion of 001. <br /> <br />The Commission took this item up at 9:04 a.m. with two people from the public in attendance. <br /> <br />Mr. Darrow noted the applicant was not in attendance. He said the Planning Department <br />requests that the hearing on this matter be continued to its July 11, 2013 meeting in light of the <br />February 10, 2013 letter from US Department of Interior, Fish and Wildlife Service requesting <br />the applicant conduct additional radar surveys to determine the number of birds that could <br />potentially interact with the proposed telecommunication tower. James and Joseph McInerny, <br />who submitted a Petition for Standing in a Contested Case Hearing, agreed to the continuance of <br />the hearing, at which time their Petition for Standing will also be considered. <br /> <br />There was no one from the public wishing to testify on this application. <br />1 <br /> <br /> <br />
