conservation easement; Kohala Kai – Joe summarized the details of the <br />walk-thru at the site to look at the proposed coastal access easement. <br /> <br />Parks and Water Improvement – John Winter gave an update on their <br />c. <br />projects and said that they have been looking at the potential health <br />problems and leaks with regard to the spaghetti-like water lines. John <br />said that the subcommittee has contacted Lisa Anderson regarding road <br />spraying. John discussed the need for emergency bypass roads and that <br />Pratt road has been identified as one of the possible emergency bypass <br />routes and that they need to prepare a map of all the properties and <br />owners. <br />Power, View Planes and Erosion Control – Susan Fischer discussed <br />d. <br />ongoing concerns with Upolu Point and erosion prevention, upcoming <br />planned HELCO outages, and in the first phase of the proposed HECLO <br />redundancy loop route through Hawaiian Home Lands the right of entry <br />has not yet been granted by the Deparment of Hawaiian Home Lands to <br />HELCO. <br />Affordable Housing – Collin Kaholo reported that they are waiting for a <br />e. <br />decision on a parcel being considered by the Habitat for Humanity and <br />that there is no commitment on the parcel of land yet. <br />Agriculture- Frank Cipriani reported that there was no subcommittee <br />f. <br />meeting last month and that he will be sending out updates to his email <br />list. Frank said that he has an Important Agriculture Lands (IAL) inquiry <br />and he wants the County’s help in streamlining the IAL designation <br />process. Frank reported that they are still trying to obtain a $300 grant for <br />the soil condition and tissue culture program at the high school garden. <br />He said that he is trying to identify the tax map keys for the test wells that <br />have been developed. Frank reported that aquaculture has been added to <br />the curriculum at Kohala High School. <br />VII. UNFINISHED BUSINESS – None. <br />V.III. NEW BUSINESS <br />A. Proposals for inclusion in Capital Improvement Project (CIP) Budget. <br />The NKCDP AC members will review CIP priorities from the NKCDP <br />for proposal to the Planning Department. <br />The AC members said that they will follow-up on their CIP Budget <br />request for Mahukona Beach Park restrooms. Other possible CIP <br />projects were discussed and it was decided that the subcommittee will <br />work on CIP project priorities and then report back to the AC. <br />2 <br /> <br />
