<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />JULY 18, 2013 <br /> <br />The Leeward Planning Commission met in regular session at 9:42 a.m. in the West Hawai‘i Civic <br />Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, <br />Hawai‘i, with Vice Chair Brandi Beaudet presiding. <br /> <br />COMMISSIONERS PRESENT: Brandi Beaudet, Thomas Hickcox, Richard Nelson, III and <br />Thomas Whittemore <br /> <br />ABSENT AND EXCUSED: Geraldine Giffin <br /> <br />ALSO PRESENT: Bobby Command (Deputy Planning Director), Margaret Masunaga (Deputy <br />Corporation Counsel), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner), <br />Kiran Emler (Department of Public Works, Engineering Division) and Noriko Sauer (Commission <br />Secretary) <br /> <br />And approximately 50 people from the public in attendance. <br /> <br />A quorum was present. Vice Chair Beaudet called the meeting to order and introduced the <br />Commissioners and staff to members of the public, and described the procedure for public <br />testimony. The Vice Chair then said that since quite a few people had already signed up to testify <br />on Agenda Item No. 2, in the interest of consideration to those who were involved in Agenda Item <br />No. 3, the Commission would take up those two items in reverse order. There were no objections <br />from the Commissioners or the applicants. <br /> <br />STATEMENTS FROM THE PUBLIC – No statements were presented under this section of the <br />agenda. <br /> <br />NEW BUSINESS <br /> <br />APPLICANT: DOUGLAS AND RUTH DICK (REZ-13-163) <br /> <br />Change of Zone from Agricultural-5 acres (A-5a) to Family Agricultural-2 acres (FA-2a) for <br />approximately 5.001 acres of land. The property is located on the south side of the Māmalahoa <br />nd <br />Highway, east of the Pu‘u Nani Subdivision, Pu‘ukapu Homesteads, 2 Series, South Kohala, <br />Hawai‘i, TMK: 6-4-018:087. <br /> <br />The Commission took up this item at 9:45 a.m. with approximately 50 people from the public in <br />attendance. <br /> <br />Mr. Darrow oriented the Commission and public of the subject and surrounding properties on the <br />location map, aerial photograph and site plan, and summarized the request. He noted that the <br />Planning Director recommended that the Commission send a favorable recommendation along with <br />conditions to the County Council, with Condition F revised to read, “Direct vehicular access to the <br />1 <br /> <br /> <br />
