Farris moved to include a friendly amendment to Oshi's motion to adopt the draft <br />amendment to the Puna CDP by changing the 2nd paragraph in section 2 beginning in 3`d <br />sentence to read as follows: <br />"They must show that it is not harmful to the health and safety of the residents before <br />drilling begins. If there is a release of the gases there must be an investigation as to <br />root cause and if harmful effects to community has occurred before the plant is <br />started up again to assure public safety. " <br />Second by June. The motion failed with 4 votes aye, 2 votes nay (Rene & Patti) and 3 <br />abstain ( Keikialoha, Oshi & Sharon). <br />Rene moved to include a friendly amendment to Oshi motion to adopt the draft <br />amendment to the PCDP by changing the 2nd paragraph in section 2 beginning in the 3`d <br />sentence to read as follows: <br />"They must show that it will not be harmful to the health and safety of the residents <br />before construction begins. " <br />Second by Farris. Motion passed with 8 votes aye and 1 abstain ( Keikialoha). <br />UNFINISHED BUSINESS <br />1. Communication No. 2013 -47: Draft Letter to the Planning Director Regarding Hawaii's <br />Volcano Circus Application to Amend SPP 1122. <br />Keikialoha asked to be recused from any votes on this agenda item as Kua o ka La is a tenant at <br />SPACE. <br />Oshi moved to approve the draft letter as written. Second by Sharon. Motion passed as <br />amended below with 7 votes aye and 1 abstain (Farris). <br />Farris moved to make a friendly amendment to Oshi's motion by adding "...to end by <br />9:30 p.m. "to the end of the 1St sentence in #5 and to change 9:30 p.m. in #6 to 9:00 p.m. <br />Second by Oshi. The motion passed with 8 votes aye. <br />Farris moved to make a second friendly amendment to Oshi's motion by adding a new <br />sentence at the end of paragraph #2 to read as follows: <br />"Therefore, overnight camping and substandard structures should not be allowed in <br />the Special Use Permit. " <br />Second by Oshi. The motion passed with 8 votes aye. <br />2. FY 2014 -05 CIP and General Operating Budget: The Budget Subcommittee requested <br />submittal of any new project funding requests by 10/3 so they can be included in their report to <br />the full AC at the October meeting. <br />3. Communication No. 2012 -49: PCDP Action High Priority List. <br />Public Testimony: <br />i. Stephanie Bath suggested that the AC look for opportunities to overlay projects <br />when requesting funding for projects in the priority list. <br />
