Daryn? <br /> <br />ARAI: Thank you very much for accommodating us. If I may direct everyone’s attention to the <br />presentation screen. For the benefit of, as I mentioned earlier, these particular applications were <br />heard by the Leeward Planning Commission back on July 18, 2013. For those, as a reminder for all <br />the Commissioners who were in attendance that day, and for those who were not in attendance, if <br />you could allow me to go over and do a brief recap of the presentation that we offered that day. <br /> <br />GIFFIN: Thank you. <br /> <br />ARAI: Again, you have before you at this moment two applications: One is a state land use <br />boundary amendment, the other a change of zone application, requested by Hualalai Partners of <br />Kona, LLC. We are looking at a portion of North Kona. The project site here is located on the <br />mauka side of the Queen Ka‘ahumanu Highway in close proximity to Pualani Estates Subdivision, <br />which is indicated here in the mustard color. The project site is located on agriculturally designated <br />lands as indicated by the green color, located immediately south of Hualālai Road, which is this <br />white line going left to right, and Hienaloli Road, which is this white line going north to south. This <br />is a close-up of the project site again outlined in black. As you may note, its location along the <br />south side of Hualālai Road, and with Pualani Estates being in this proximity here shown by the <br />mustard color, which represents a Single-Family Residential 7,500-square foot minimum lot size. <br />We do have other subdivisions in the area, including this lighter color here – I’m not sure, it’s a <br />light tan, I believe – RS-20 zoning, 20,000-square foot minimum lot size, that’s Hualālai Heights, <br />and Sugar Cane Lane, which is this area here in the darker mustard zone, RS-15, or 15,000-square <br />foot minimum lot size. <br /> <br />This is a depiction of the County’s General Plan Land Use Pattern Allocation Guide Map, which is <br />the County’s long-range policy planning document. As you can see, the project site of just under 15 <br />acres in size is bisected by a crosshatched area, which represents Urban Expansion, on the makai <br />portion of the property, and on the mauka half within the Intensive Agricultural designations. The <br />Planning Director has made a determination, given the broad-brush nature of the General Plan <br />LUPAG Map, that the project site sits entirely within the Urban Expansion area. <br /> <br />This is a depiction of the State Land Use District Boundaries. The green color represents <br />agriculturally designated lands, which also includes the subject property here outlined in black. The <br />pink represents those lands that currently maintain an Urban district classification. Yellow off to <br />the right where Kona Orchards is situated, is designated for Rural uses, which is roughly half-acre <br />size lots and orchards. <br />2 <br />EXHIBIT B <br /> <br />
