The requested Village <br />Commercial (CV -20) zone is thus consistent with the General <br />Plan. <br />The project meets the goals and objectives of the Puna <br />Community Development plan, as will be discussed in detail in <br />Chapter IV-D below. <br />f. "Scatterization" im act <br />As the site conforms to the standards described earlier, this <br />standard really does not apply. This applies to a situation where <br />an amendment creates a potential "spot" zoning and thereby <br />increases the need to extend public services at considerable <br />taxpayers' expense. In this situation, the general area is already <br />urban in character, and the subject site is contiguous to this <br />developing area. Its development should thus not result in the <br />expansion or extension of government services. <br />g. Slone of Prouerly <br />The site is fairly level. As such, the topography of the site does <br />not render the site undevelopable or pose an extraordinary <br />development risk. Accordingly, the development of this site <br />would not be violative of the "more than 20% slope" standard. <br />B. Hawaii State Plan <br />Chapter 226, Hawaii Revised Statutes, outlines the long -range goals <br />and policies of the Hawaii State Plan. Said Plan is intended to serve <br />as a guide for the growth and future long -range development of the <br />State. <br />Pursuant to said requirement, a discussion of the pertinent policies and <br />goals and the project's relationship follows: <br />Goals <br />• A strong, viable economy characterized by stability, diversity, and <br />growth that enables the fulfillment of the needs and expectations of <br />Hawaii's present and future generations <br />• A desired physical environment characterized by beauty, <br />cleanliness, quiet, stable and natural systems, and uniqueness that <br />enhances the mental and physical well -being of the people <br />4 <br />
