c. Water, Parks and Road Improvement – John Winter reported that the <br />subcommittee is working on Pratt Road as an “Emergency” access road <br />between Hawi and Kapaau. John said that in regard to the water projects <br />they will be meeting with the Department of Water Supply’s engineering <br />division to discuss water quality and other issues. <br />d. Affordable Housing – Collin Kaholo said that there is an application in for <br />one site for affordable housing and that DLNR says the property is <br />available, but that the property can only go to the County for a park or for <br />affordable housing. <br />e. Power, View Planes and Erosion Control – Susan Fischer said that <br />sandbags have been repositioned along the shoreline where soil has <br />eroded. Susan also said that the subcommittee would like to work with <br />the Planning Department regarding rural infrastructure standards, as <br />envisioned in the NKCDP on page 85 and in the Implementation Matrix on <br />page 99. Subcommittee member Carter Collins discussed Hawai‘i Ho’a, a <br />new proposal for community based, low-visual-impact solar energy <br />systems. <br />f. Agriculture – Frank Cipriani said he is working with Daniel Trumpy and <br />Dave Hirt on a simplified Important Agricultural Lands petition to the State. <br />Frank said he is also working on the strategically sited agricultural lands <br />proposal below Ho’ea with DLNR and that the soil testing program is <br />ongoing. Frank said that there is an aquaculture curriculum at Kohala <br />High School and that they are also rebuilding the green house. <br />V. NEW BUSINESS <br />A. Review draft letter from AC to the Planning Director regarding the need <br />to repair the roof at Hisaoka gym at the Kamehameha Park Complex in <br />North Kohala, which has also been recommended to the Planning <br />Director to be considered for a Capital Improvement Project for 2014. <br />John Winter said that the Hisaoka Gym also serves as the <br />“emergency” shelter. A motion to approve the letter was made and <br />seconded and was unanimously approved. <br />B. Review draft letter from AC to the Planning Director regarding <br />recommendations for the Upolu East Grant of Easement (TMK(s) 5-5- <br />006:010 and 5-5-007:002). <br />A motion to approve the letter was made and seconded and was <br />unanimously approved. <br />2 <br /> <br />
