The Commission may authorize a higher salary rate for a position upon <br /> request by the appropriate appointing authority. The request shall be <br /> accompanied by a reasonable explanation upon which the commission <br /> may act. <br /> 4. The Commission shall periodically review and adjust the compensation of <br /> the executives and elected officials so that their total salaries and benefits <br /> have a reasonable relationship to compensation of other employees in <br /> the public and private sectors. <br />
