Kohala Kai.
The grant of easement (GOE) document is still in the County Council finance committee.
The Ala Loa that was traded in the 1930's was legal, but the Ala Loa is still physically and
conceptually there.
The state Na Ala Hele wrote an abstract that says this was legally traded.
Ala Kahakai National Historic Trail offered to send a letter to EWM to accept an easement
from EWM for the Ala Loa/jeep trail.
This is proposed so as to bring a closure to the issue of the preservation of the original
route of the Ala loa as it passes through the Kohala Kai project.
Charlie Anderson agreed to hand carry the letter.
Councilwoman Margaret Wille is meeting with all sides of the issue to report to the County
Council in Feb.
Access Group Interfacing with the Action Committee and the County
If 2 people from the action committee are in a meeting discussing CDP items, they are
considered a subcommittee and the other people in the room are a standing committee.
The standing committee must be sworn in and comply with the sunshine law.
If 2 people from the action committee are in a meeting with other people discussing a specific
item, they are considered an investigating committee, therefore not applicable to the sunshine
law.
It was suggested that there may be other structural forms for continuation of CDP
subcommittees.
New Items
We should stress that the county, state, federal, landowners, and community keep the
communications lines open to address permits and proposals on land issues before the 11th
hour.
Next Meeting
Wednesday February 5, 2014, 4:30pm in the Old courthouse.
