COUNTY OF HAWAII
PUBLIC ACCESS, OPEN SPACE AND
NATURAL RESOURCES PRESERVATION COMMISSION (PONC)
SUMMARY OF 2012 ACQUISITIONS
Kingman Trust Properties, North Kona District
On February 23, 2012, the County of Hawaii completed its sixth
purchase utilizing funds from the Public Access, Open Space and
Natural Resources Preservation Fund (FUND) for two parcels (Tax
Map Keys: (3) 7-7-08:20 & 31) totaling 6.0117 acres. A third
adjacent parcel, TMK: (3) 7-7-08:100 totaling .1722 acre was also
purchased by the County with another funding source as all three
parcels combined will become the new Kipapa Park.
These properties are located directly mauka of Alii Drive, Magic
Sands Beach Park (aka White Sands or Disappearing Sands Park),
La`aloa Bay Beach Park and Pahoehoe Beach Park and will
provide much needed off street parking which will open up the
coastal view plane and provide increased road and pedestrian safety in the area. Development of
amenities such as bathroom facilities, a pavilion and a comfort station with outdoor shower(s) for
beach goers at the nearby County parks is also part of the overall plan for Kipapa Park.
1h
Since a portion of the Great Wall of Kuakini and five previously
known burial sites belonging to the Kipapa family have been
identified, a revised Burial Treatment Plan is pending before the
Hawaii Island Burial Council. These sites will be preserved in
place and buffered before any development can occur.
With this acquisition, the County now owns a total of 955.2047
acres of land purchased with the FUND and received a total of
$4,166,750.00 in grant monies by leveraging funds with State and
Federal sources.
To ensure proper long term management and responsible
stewardship of these lands, the County will work with members of
the public, community groups and/or government agencies so that these lands are kept in open
space and preserved in perpetuity for generations to come.
