<br />A regularly advertised hearing on the
<br />TO CHAPTER 25 OF THE HAWAI‘I COUNTY CODE, RELATING TO REQUIRED
<br />NUMBER OF PARKING SPACES
<br /> was called to order at 10:15 a.m. in the West Hawai‘i Civic
<br />Center, Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona,
<br />Hawai‘i, with Chair Geraldine Giffin presiding.

<br />INITIATOR: PLANNING DIRECTOR
<br />
<br />Amendment to Chapter 25, Article 4, Division 5 and Article 7, Division 2 of the Hawai‘i County
<br />Code 1983, (2005 Edition, as amended), relating to increased residential density, including parking
<br />requirements, within CDH, Downtown Hilo Commercial District. The purpose of this ordinance is
<br />to rectify an unintended revision to Section 25-4-51 of the Hawai‘i County Code where the
<br />enactment of Ordinance No. 13-95 inadvertently repealed amendments to Section 25-4-51
<br />contained in Ordinance No. 12-91 regarding funeral homes, funeral services, mortuaries and
<br />crematoriums. This draft bill restores the provisions of Ordinance No. 12-91.

<br />GIFFIN: Moving right along, we are going to be going onto Agenda Item No. 2, which is initiated
<br />by the Planning Director. It is an amendment to Chapter 25, Article 4, Division 5 and Article 7,
<br />Division 2 of the Hawai‘i County Code 1983, 2005 Edition, as amended, relating to increased
<br />residential density, including parking requirements, within CDH, Downtown Hilo Commercial
<br />District. The purpose of this ordinance is to rectify an unintended revision of Section 25-4-51 of the
<br />Hawai‘i County Code where the enactment of Ordinance No. 13-95 inadvertently repealed
<br />amendments to Section 25-4-51 contained in Ordinance No. 12-91. This is in regards to funeral

<br />COTTLE: Thank you, Madam Chair. Good morning, everyone. I think you stole my presentation,
<br />Geri. This is a simple housekeeping measure, and the best way to explain it is to have you look at
<br />Page 2 of our background and recommendation report. So in 2012 an ordinance was passed by the
<br />Council to add funeral services and crematoriums to the parking requirements in the Zoning Code.
<br />And then Ordinance 13-95 was adopted in 2013, related to the Downtown Hilo Commercial
<br />District, and it inadvertently dropped those two references to crematoriums and funeral services in
<br />the Zoning Code. So this is just a simple housekeeping measure to put that reference back into the
<br />Code as was intended when Ordinance 12-91 was adopted.
