I think you are absolutely right. <br />And as a matter of the Department, I think we feel that in concept this is, this has a lot of merit. <br />Practically speaking, though, it needs work. And, you know, there is a whole range of things that <br />we might be able to do to make it work, anything from adding expert staff, which costs a lot of <br />money, to, you know, narrowing the scope.
