I’m saying. It’s very confusing at that point, so I’m going to take it as your interpretation, <br />because that’s the only thing that I think will work is as you said, employer. <br /> <br />Ms. Leithead-Todd: Well the other thing is to not read it to include employer… <br /> <br />Mr. Henricks: Yeah. <br /> <br />Ms. Leithead-Todd: …would kind of gut the ability of anyone to use the Code as a means of <br />discipline. <br /> <br />Mr. Henricks: Well I just wanted someone to play with that word like I had to. <br /> <br />Ms. Leithead-Todd: Yeah, and I agree because otherwise, then the only County entity that <br />could discipline would be somebody who technically appointed and in that case it would be <br />primarily the Mayor and maybe Council Members who appoint their staff, but everybody else is <br />technically hired as opposed to appointed to a job. <br /> <br />Mr. Henricks: Exactly so that’s why I say I accept your interpretation because I think I <br />would make the same one. So I just wanted a second opinion on that. <br /> <br />Ms. Leithead-Todd: Yeah because otherwise it makes an absurdity of the whole section. <br /> <br />Mr. Balsis: I have a question, you were talking about appointed authority and <br />employer, is not a Department Head appointed? <br /> <br />Ms. Leithead-Todd: Yes, and confirmed. <br /> <br />Mr. Balsis: And confirmed. <br /> <br />Ms. Leithead-Todd: And when we hire employees within our division we essentially are an <br />appointing authority in that I sign off on every piece of paper that goes through when we decide <br />to hire somebody. I actually sign off as the person approving their hire within my Department. <br /> <br />Mr. Henricks: Yeah, that’s my question so give me back my book. <br /> <br />Ms. Leithead-Todd: Okay, you can have your book. <br /> <br />Mr. Adams: I do have a question if I could. The comments that you make, first of all, <br />thank you for coming and making your comments. The idea of, that folks can come in whether <br />they’re agencies, whether they’re employees of the County, whether they’re members of the <br />citizenry, may ask for an opinion of the Board, that’s true, that’s included inside the Code. The <br />idea that the Board only, the Board therefore, is only one of many that can give opinions because <br />folks can decide whether or not they’re going to come and provide, ask for those opinions, <br />though I’m not sure I necessarily get from A to B. And I use as an example our courts. This is <br />an adjudicatory body by in large, and so of court system as well, there are different procedures <br />that have been set up, but just because court system, just because people have the option of <br />4 <br /> <br /> <br />
