INTRODUCTION <br /> Paul Ogasawara ("applicant") wishes to rezone 42,856 square feet or <br /> approximately 1-acre of land, identified by TIVIK: 3 1-5-014: 005, into the <br /> Village Commercial ial C1 - district. The purpose of this request is to <br /> enable him to construct a commercial office and retail complex consisting <br /> of approximately 7,500 square feet. <br /> II. PROJECT LOCATION <br /> The subject area, consisting of approximately 1.0 acre, is located <br /> generally on the northeast side of the Pahoa Village Road, between the <br /> Pahoa Post Office to the southeast and Apaa Toad to the north. More <br /> specifically, the host Office is located about 500 feet to the southeast <br /> towards the core of Pahoa Village. There is a martial arts school within a <br /> converted single-family residential structure located directly across of or <br /> Volcano side of the subject site. The Woodlawn Shopping Center is <br /> located approximately a ,,file Hilo side of the subject site. It is situated in <br /> the land division of I anawale Homesteads, Puna, and is identified by <br /> TM K: 3 1-5-014: 005. (Figures 1 and 2). <br /> III. PROJECT ECT I. ESC IPTION <br /> A. Project Conde <br /> The applicant, a lifelong resident of Pahoa, believes that while there <br /> have been a recent surge of commercial retail areas within and around <br /> the village, the amount of available office space has not kept up with <br /> that growth. As such, he would like to develop a project that would <br /> address that need, while ,making it possible for some limited or small <br /> scale retail activities. <br /> In that regard} the applicant initially had conceptual plans prepared that <br /> reflected a much larger project. It called for a 9,000 square foot <br /> commercial office building as well as a 3,840 square foot retail building <br /> on the subject site. (Figure However, after considering the <br /> predominantly rural and residential character of the surrounding area, <br /> the applicant elected to scale the project back to reflect structures that <br /> would be more in keeping with the surrounding area. <br /> I <br />
