The applicant's current plans call for the construction of a complex of <br /> residential-scaled structures for commercial office and possibly some <br /> retail use. The concept plan calls for three 3 single-family scaled <br /> structures, consisting of approximately 2,500 square feet each. These <br /> structures would all be single-story with a height not exceeding twenty <br /> fire 2 feet. As proposed, there would be twenty six 2 parking <br /> stalls, sic of which would be handicapped accessible. (Figures 4, <br /> 4a <br /> Further a 1 -foot wide future road widening and landscaping strip <br /> fronting Pahoa village Road would also be provided. <br /> B. Pr <br /> iot Timetable and Cost <br /> The applicant hopes to begin construction of the project by spring of <br /> 2015. This would be after the required rezoning approval is secured <br /> (hopefully, by the end of the year), as well as completion of the plans <br /> and building permit approvals in early 2015). <br /> The cost of these improvements is estimated at $1.5 Trillion. In <br /> addition to the basic building cost, included in this cost estimate are the <br /> wastewater system and driveway improvements. <br /> 111. ENVIRONMENTAL CONSIDERATIONS <br /> A. General Description <br /> The subject site is slightly rectangular in shape, with varying widths of <br /> 192+ to 198+ feet and varying lengths of 212+ to 227+ feet. The site is <br /> fairly level with no significant undulations, except them is a slight slope <br /> towards the rear of the property. <br /> The site has been used essentially as a residence. As such, there is a <br /> vacant 1,632 square foot, single-family dwelling on the subject <br /> property, as well as lawn, some citrus, mango, and plumeria trees, as <br /> well as former anthurium plants and other non-native landscaping. <br /> The property fronts the old Pahoa Village Road between the Post <br /> Office on the southeast and Apaar Road to the north_ <br /> B. Climate, Soil and Topography <br /> At approximately the Boo-foot elevation level, the site is located about <br /> riles from the ocean. The average annual rainfall is 140 inches. <br /> The average annual temperature ranges between 72 to 80 degrees <br /> Fahrenheit, with occasional higher and lower ranges daring certain <br /> periods such as summer or winter months. <br /> 2 <br />
