G. Valued cultural Resources <br /> The recent Hawaii State Supreme court's "PASH" and "Ka Pa`a ai <br /> ' 1ina"decisions require decision-makers to consider a project's <br /> impact to native Hawaiian gathering and fishing rights. specifically, <br /> there must be a discussion of the cultural, historical, and natural <br /> resources and associated traditional and customary practices of this <br /> site and the impact of this project to these resources and practices. <br /> In this situation, the subject site is not adjacent ardor proximate to the <br /> shoreline. As such, fishing and coastal access is not an issue. <br /> Furthermore, as noted in the floral and faunal analysis, there are no <br /> known rare or endangered plants or animal life. The applicant has not <br /> observed any native Hawaiians gathering plants within or proximate to <br /> the subject site. As such, it would appear very unlikely that the site <br /> would serve such purpose today and/or in the recent past. <br /> Nonetheless, if legitimate claims are made, the applicant will make the <br /> appropriate access accommodations. <br /> Furthermore, in the event inadvertent discoveries are made while <br /> improving the site, appropriate protocols will be taken. These include <br /> stopping work and making contacts and determining appropriate <br /> courses of action with the State Historic Preservation Division. <br /> Based on the above, it does not appear that the project would have <br /> any potential adverse impacts relating to native Hawaiian cultural and <br /> historical resources and/or practices. <br /> H. Water and coastal Resources <br /> urces <br /> The subject site is located about 6 miles from the coastline. As such, <br /> coastal impacts resulting from discharge of drainage systems from the <br /> site should not be significant. Being a non-coastal property, no coastal <br /> access will be affected. <br /> Any expanded use of the property will comply with the requirements of <br /> the State Department of Health relative to wastewater systems. This <br /> may include the installation of a septic system. In that event, there <br /> should be further protection of the groundwater or nearshore water <br /> impacts resulting from this project. <br /> L Noise Air Quality, and Dust <br /> Generally, air quality is affected by regional and local climates as well <br /> as the amount and type of human activity in a given location.
