11 Residential Building Permit Guidelines <br />ELECTRICAL AND PLUMBING PERMIT APPLICATION: <br />1. Electrical and plumbing permit applications are submitted by the State of Hawaii licensed electrical and <br />plumbing contractors and may be submitted with or separately from the building permit application. <br />2. Electrical section 9-40. Fee schedule and plumbing permit fee schedule section17-28. <br />POSTING OF PERMIT PLACARD: <br />Work requiring a permit cannot begin until the required building, electrical and/or plumbing permit placards are <br />posted at the work site. Permit placards must be in a conspicuous place, readily visible for identification. <br />Failure to post the permit placard may be subject to a $25 fine. <br />INSPECTIONS: <br />When any work required by the permit is ready for inspection, the authority having jurisdiction must be notified <br />by the permit holder in writing, by e-mail, fax or phone that the same is ready for inspection. The notice <br />(request for inspection) must be submitted not less than 48 hours and not more than 72 hours before any such <br />inspection is desired <br />BUILDING INSPECTIONS REQUIRED: <br />1. Footing and foundation inspections occur after excavations for footings are complete and any required <br />reinforcing steel is placed. For concrete foundations, any required forms must be in place prior to <br />inspection. Materials for the foundation must be on site, except where concrete is ordered and ready -mixed. <br />2. Concrete slab and under -floor inspections must be made after in -slab or under -floor reinforcing steel and <br />building service equipment, conduit, piping accessories and other ancillary equipment are in place, but <br />before concrete is placed or floor sheathing installed, including the subfloor. <br />3. Framing inspections must be made after the roof deck or sheathing, all framing, fire blocking and bracing <br />are in place and pipes, chimneys and vents to be concealed are complete and the rough electrical, plumbing, <br />heating wires, pipes and ducts are approved. <br />4. Lathing inspections, to be made after all lathing and gypsum board, interior and exterior, in construction <br />required to be fire -resistive is in place but before any plastering is applied or before gypsum board joints and <br />fasteners are taped and finished. <br />5. Final inspection must be made after all work required by the building permit is complete. <br />ELECTRICALINSPECTIONS: <br />1. All electrical wiring or equipment must be inspected before being concealed, energized, or used. All <br />fixtures, appliances, devices, or equipment must not be connected until the rough electrical wiring, <br />including conductors, are inspected. <br />2. Final inspection must be made after all work required by the electrical permit is complete. <br />PLUMBING INSPECTIONS: <br />1. All plumbing, gas and drainage systems must be inspected before being concealed. <br />2. Final inspection must be made after all work required by the plumbing permit is complete. <br />EXPIRATION OF PERMITS: <br />Upon expiration of a permit, all construction work must cease and must not recommence until a new permit is <br />obtained. <br />
